PLEDGE OF ALLEGIANCE: Prior to the beginning of the regular Selectmen's Meeting, the Town Administrator Lloyd Coombs led the audience in the Pledge of Allegiance to the flag of our country.
PREVIOUS MEETING'S MINUTES: Motion by Dale, seconded by Phillip, to accept the minutes of the meeting of October 12, 2004 as printed. The motion passed unanimously.
SELECTMEN'S COMMENTS: Phillip advised that the CPR Committee would be meeting on Thursday, October 28, 2004. Rita spoke of the fine service provided by the Woolwich Post Office. David said that the Gateway 1 meeting held recently in West Bath was very productive.
PUBLIC COMMENTS: Debbie Locke spoke of the need for crossovers in Woolwich as part of the Gateway 1 study.
ROAD COMMISSIONER'S REPORT: Jack Shaw, Road Commissioner, advised that dry hydrants had been installed at Union Bridge and Chapman's Pond.
FIRE CHIEF'S REPORT: Ken Desmond, Fire Chief, reported that he would be sending an application regarding the dry hydrant installations to obtain grant money. He also reported that there had been eight runs since the last Selectmen's Meeting &endash; five fire and three ambulance. Ken also reported that the Woolwich Fire Department had recently received the 2003 Life Safety Achievement Award from the Residential Fire Safety Institute in recognition of the department's work to keep Woolwich free of deaths from fire in the year 2003.
OLD BUSINESS: None
NEW BUSINESS
a. Election Day Town Office Closure: The Selectmen decided to open the Town Office on Wednesday, November 3, 2004 at noon in order to allow the Staff time to recover from their late hours on Election Day.b. Election Day Set-Up: Lloyd advised that he would be setting up for a mock election on November 1, 2004 for three classes of Woolwich Central School students and that the set up at the School would be at 5:00 p.m. on that day.
c. Town Committee Appointments: Motion by Phillip, seconded by Rita, to appoint Patrick Wright to a term on the Agricultural/Forest Resources Committee ending May 1, 2007 and a term on the Solid Waste Committee ending on the same date. The motion passed unanimously.
d. Approval of Administrative Abatements: Motion by Dale, seconded by Rita, to approve administrative abatements for Patricia A. Chatman, William L. Coffin, George N. & Lorraine A. Weston, Lechee W. Youland and Lori A. Stilkey. The motion passed unanimously.
e. MidCoast Council for Business Development & Planning Annual Meeting: Jeff Sneddon of MCBDP was present and invited the Selectmen to attend the Council's Annual Meeting on October 26, 2004.
f. Animal Control Officer's Report: The Selectmen requested Lloyd to encourage the Animal Control Officer to submit monthly email reports.
CODES ENFORCEMENT OFFICER'S REPORT: Bill Longley, CEO, reported that a tentative settlement had been reached in the Spaulding suit. Motion by Rita, seconded by Dale, to accept the settlement. The motion passed unanimously.
