SELECTMEN'S MEETING MINUTES
Woolwich Town Office

November 8, 2004


ATTENDANCE:David King, Dale Chadbourne, Todd McPhee, Phillip Skillin and Rita Sturtevant

PLEDGE OF ALLEGIANCE: Prior to the beginning of the regular Selectmen Meeting, the Town Administrator Lloyd Coombs led the audience in the Pledge of Allegiance to the flag of our country.

SPECIAL TOWN MEETING: At a Special Town Meeting held prior to the regular Selectmen's Meeting, the voters approved resetting the dates when taxes are due and payable to November 15, 2004 and April 1, 2005.

PREVIOUS MEETING's MINUTES: Motion by Rita, seconded by Dale, to accept the minutes of the meeting of October 25, 2004 and November 1, 2004 as printed.  The motion passed unanimously.

SELECTMEN's COMMENTS:  Todd and Dale reported that the dock has been removed from Nequasset Stream.Todd said that he is working on a Streetlight Plan. Phil congratulated David and Dale on their reelection to the Board of Selectmen.  The Selectmen commented on the lack of lighting in the school parking lot on Election Night. Sabrina Doak will have the matter discussed at the next School Committee meeting. Rita said that more timely improvement is needed in the recording of land splits.

PUBLIC COMMENTS:Both Sabrina and Bob Donovan spoke regarding a 40 minute ambulance response time on a recent fatality on the River Road. It was also said that an ambulance would not be responding to a known fatality. The matter will be passed to the Fire Chief for evaluation.If a road name change request is received, Janice Dow asked the Selectmen to keep the name of Everett Dow Drive in his memory.

ROAD COMMISSIONER's REPORT: Jack Shaw, Road Commissioner, was reported to be ill and no report was given.

FIRE CHIEF's REPORT: Ken Desmond, Fire Chief, was not present and no report was given.

OLD BUSINESS:  None

NEW BUSINESS

a. Route 128 Corner Reconstruction: The Selectmen discussed their safety concerns regarding the sharp curve on Route 128 near the home of Randy & Sabrina Doak.Dale said that he was expecting letters of concern from several parties but they had not been received. The consensus was that a solution was needed that would satisfy everyone.In the meantime, David asked Lloyd to contact the Road Commissioner to have additional warning signs installed to warn the traveling public of the danger.

b. Town Flu Clinic: At the suggestion of the Health Officer, the Selectmen authorized Jack Albis to explore the possibility of the Town sponsoring a flu clinic.

c. Town Committee Appointments: Lloyd advised that, due to work commitments, Curtis Fish was resigning from the Conservation Commission.Lloyd spoke of Curt's successful efforts to reinvigorate the Commission.Motion by David, seconded by Rita, to accept the resignation with regret.The motion passed unanimously.Motion by Rita, seconded by Todd, to appoint Doris Nuesse to the Conservation Commission for a term that will end on May 1, 2007. The motion passed unanimously.Motion by Phil, seconded by Rita, to appoint Peter Wagner to a term on the Historic Preservation Committee and a term on the Recreation Committee.Both terms to end on May 1, 2007.The motion passed unanimously.

d. Approval of Administrative Abatements: Motion by Dale, seconded by Rita, to approve an administrative abatement for Jeffrey & Anne Banger. The motion passed unanimously.Motion by Dale, seconded by Todd, to approve an administrative abatement for Eleanor Grover.  The motion passed unanimously.

e. Approval of Supplements:  Motion by Todd, seconded by Phil to issue a Supplemental Tax Warrant to Malcolm & Crystal Jones. The motion passed unanimously.  Motion by Phil, seconded by Dale, to issue a Supplemental Tax Warrant to Dennis Youland.  The motion passed unanimously.  Motion by Todd, seconded by Phil, to issue a Supplemental Tax Warrant to Crystal King.  The motion passed unanimously.  Motion by Phil, seconded by Dale, to issue a Supplemental Tax Warrant to Timothy & Carol Wahl.  The motion passed unanimously.

CODES ENFORCEMENT OFFICER'S REPORT:  Bill Longley, CEO, was not present and no report was given.
