SELECTMEN'S MEETING MINUTES
Woolwich Town Office
October 11, 2005


ATTENDANCE: Dale Chadbourne, David King, Todd McPhee, Phillip Skillin and Rita Sturtevant

PREVIOUS MEETING'S MINUTES: Motion by Dale, seconded by Rita, to accept the minutes of the meeting of September 26, 2005. The motion passed unanimously.

SELECTMEN'S COMMENTS: Phillip advised that he had picked up a lot of good information at the MMA Convention. Included was a CD concerning Road Speed Limits which he asked Lloyd to have shown on the public access channel. Rita spoke of the upcoming meeting on October 24, 2005 with MDOT concerning the Woolwich Route 1 Road Safety Audit Report.

PUBLIC COMMENTS: The Health Officer, Jack Albis, said that a Flu Clinic would be held at the Town Office on Tuesday, November 1, 2005, from 10:00 a.m. to 1:00 p.m. sponsored by CHANS and the Woolwich Health Department. Donations will be accepted. Jack also commented on the efficient work done on the Old Arrowsic Road by Jack Shaw. Paul Grover asked if reflectors could be placed on the entrance to the Shaw Road as a safety measure. Jack said that he would take care of it.

ROAD COMMISSIONER'S REPORT: Lloyd reported that Shirley Jones of the Old Arrowsic Road called him to give thanks to Jack Shaw for the excellent work that he had accomplished on the Old Arrowsic Road. Jack reported on the several town roads that were affected by the torrential rains of this past weekend. Jack will check into possible state/federal funds for the road repair efforts. David asked Jack to check possible low hanging tree limbs on the Barley Neck Road.

CEO/FIRE CHIEF'S REPORT: CEO/Fire Chief Ken Desmond was not present due to the birth of a grandchild today.

OLD BUSINESS:

a. Dike Access: Lloyd reported that he had met with representatives of the railroad and MDOT on October 7, 2005 to discuss the placement of a gate adjacent to the Robert E. DeWick Recreational Area parking lot. The purpose of the gate would be to prevent access to the railroad bed by ATV's and the dumping of unauthorized material. Lloyd said that MDOT would install a gate this fall.

NEW BUSINESS:

a. Approval of Accounts Payable Warrant: Motion by Dale, seconded by Rita, to approve the accounts payable warrant of October 11, 2005. The motion passed unanimously.

b. Approval of Payroll Warrants: Motion by Rita, seconded by Dale, to approve the payroll warrants of September 30, October 7 and 14, 2005. The motion passed unanimously.

c. Vehicle Acquisition Update: Phillip reported on the study to determine whether it would be more effective to obtain a vehicle for the Codes Enforcement Officer or to pay him for insurance and mileage for the use of his personal vehicle. Phillip said that he had visited the State of Maine surplus vehicle lot in Augusta but did not found anything suitable. Jack Shaw said, that based on his experience, a new vehicle would be the better choice in the long run. The Selectmen will continue to study the matter.

d. Open Space Application of Donald E. and Roberta J. Lipfert: The Selectmen reviewed the open space application of Donald E. and Roberta J. Lipfert. Motion by Todd, seconded by Rita, to allow the following categories: 42 acres of Ordinary Open Space, 69 acres of Permanently Protected and 0 acres of Forever Wild. The motion passed unanimously.

e. Planning Board Vacancy: Motion by Phillip, seconded by Rita, to appoint Michael Hoover to fill the remainder of Buzz Sawhill's alternate term on the Planning Board. The appointment to be effective November 1, 2005. The motion passed unanimously.

f. Woolwich Route 1 Road Safety Audit Report: David said that the Selectmen would be meeting with MDOT representatives on Monday, October 24, 2005, at 5:00 p.m. in a public workshop to discuss the recommendations of the Woolwich Route 1 Safety Audit Report.

g. Shellfish Warden's Mileage Rate: Phillip inquired about the mileage rate for the Municipal Shellfish Warden. Paul Grover advised that the Shellfish Conservation Committee would be discussing the matter at their meeting on October 13, 2005.

h. George Wright Road Usage: Jack Shaw said that MDOT may decide to use the George Wright Road as a bypass during Route 1 bridge work over Nequasset Stream. The work would be done in the year 2008.

i. John Cakouros' Property: Lloyd advised that he had received a telephone call from Will Brune of the Nature Conservatory regarding its purchase of the John Cakouros property on Thwing's Point Road. Mr. Brune advised that the Conservatory plans to sell the house and a small parcel of land. They plan to give the remainder of the land to the Maine Department of Inland Fisheries and Wildlife for the purpose of an eagle habitat. As a result, only limited trails are planned for the property.

WOOLWICH SELECTMEN'S
WORKSHOP MINUTES

October 11, 2005

Michael "Bud" Brown et al of ECO-ANALYSTS, INC. arrived shortly after the adjournment of the Selectmen's Meeting so the Selectmen decided to hear his recommendations in a Workshop. Mr. Brown provided that attached information concerning the water overflow problem at the intersection of the George Wright Road and Route 1. It was his contention that the primary problem is that the present culverts are too small and too high. The correction according to Mr. Brown: the right size culverts at the right elevation. He will be taking samples over the next several weeks to confirm his recommendations. David asked him to come to the Woolwich Route 1 Safety Audit Report meeting with MDOT on October 24, 2005.
