SELECTMEN'S MEETING MINUTES
Woolwich Town Office
July 5, 2005


ATTENDANCE: David King, Todd McPhee, Phillip Skillin and Rita Sturtevant

PREVIOUS MEETING'S MINUTES: Motion by Phillip, seconded by Rita, to accept the minutes of the meeting of June 20, 2005 as printed. The motion passed unanimously.

SELECTMEN'S COMMENTS: Todd advised that he had been working on the upcoming Woolwich Day activities. Phillip spoke of the liaison of the Sagadahoc County Sheriff's Department and the Woolwich CPR Committee. David noted the situation in Georgetown resulting from the LD 1 spending cap and said that Woolwich would be in a similar position next year. The bottom line is that we need to have a Plan B ready to go if needed.

PUBLIC COMMENTS: Arthur Brawn spoke of the illegal parking near Union Bridge which would prevent access to the dry hydrant. Ken Desmond will put up signs to alert those parking in the area. Debbie Locke recommended that 15 MPH signs be placed at the sharp corner near Randy & Sabrina Doak's home. Jack Shaw said that the responsibility rests with the Maine Department of Transportation (MDOT). Jack will check with MDOT.

ROAD COMMISSIONER'S REPORT: Road Commissioner Jack Shaw said that he is analyzing the funds in the Tar Account to determine extent of this year's paving.

FIRE CHIEF'S REPORT: Fire Chief Ken Desmond reported that there had been seven ambulance calls and two fire calls since the last Selectmen's Meeting. He also reported that the department had saved 200 hours by the decision to have the Heritage Days fireworks on a barge in the Kennebec River rather than at the Reed & Reed Dockyard. Ken agreed with the Selectmen that his public hours would be from 8:00 a.m. to 5:00 p.m. Monday through Thursday and 8:00 a.m. to noon on Friday.

OLD BUSINESS: None

NEW BUSINES:

a. Municipal Shellfish Warden Appointment: Motion by Todd, seconded by Phillip, to reappoint Jon Hentz as Municipal Shellfish Warden. The motion passed unanimously.

b. Approval of Accounts Payable Warrants: Motion by Rita, seconded by Phillip, to approve the accounts payable warrants of June 22, 29 & July 4, 2005. The motion passed unanimously.

c. Approval of Payroll Warrant: Motion by Phillip, seconded by Rita, to approve the payroll warrants of July 1 & 8, 2005. The motion passed unanimously.

d. Route 1 Safety Committee Appointments: Lloyd said that he had been contacted by Mid-Coast Regional Traffic Manager, David Allen, concerning the formation of an ad hoc committee to assess traffic problems on Route 1 from the Sagadahoc Bridge to the Nequasset Road. Lloyd said that he had suggested that the assessment include the Montsweag Flea Market area but that Mr. Allen felt that such expansion would cause the group to lose focus. The assessment is scheduled for July 20th and possibly the 21st. David Kloberdans said that one or two days was not enough. He spoke of all the recommendations of his Route 1 Corridor Study Committee that had not been implemented by MDOT. He asked to be appointed to this new committee. It was the consensus of the Selectmen to appoint Selectman Rita Sturtevant, Fire Chief Ken Desmond and Route 1 Corridor Study Committee Chairman David Kloberdans to the ad hoc committee.

e. Gateway 1 Town Response Panel Appointments: Motion by Rita, seconded by Todd, to appoint Clark Granger, Carol Grose, Michael Hoover, Betty King, Penny Lewis, William Potter and Jason Shaw to the Gateway 1 Town Response Panel. The motion passed unanimously.

f. Central Voter Registration System Equipment: Motion by Phillip, seconded by Rita, to authorize David to sign the Equipment Use Agreement for the Central Voter Registration System. The motion passed 3-1.

g. Carlton Bridge Rehabilitation Project: Lloyd advised that MDOT has scheduled an informational meeting for July 12, 2005 at 1:00 p.m. at the Bath City Hall to outline requirements in a maintenance contract for the Carlton Bridge. The effects on the Town of Woolwich are expected to be minimal. Lloyd plans to attend.

CODES ENFORCEMENT OFFICER'S REPORT: Newly appointed Codes Enforcement Officer Ken Desmond advised that he had issued three building permits today and that, by the end of the week, he expects the total to be sixty.
