PLEDGE OF ALLEGIANCE: The Town Administrator Lloyd Coombs led the audience in the Pledge of Allegiance to the flag of our country.
LAWN MOWING BID OPENING: Two bids were received and opened for lawn mowing services for 2007. They were as follows:
C.B's Lawn Care & More - $240.00 per mowing
B&B Lawn Care - $250.00 per mowing
AWARD OF LAWN MOWING CONTRACT: The Selectmen said that excellent service of B&B Lawn Care in the past should be considered in making the award. Motion by Dan, seconded by Dale, to make the award to B&B Lawn Care at $250.00 per mowing. The motion passed unanimously.
PREVIOUS MEETING'S MINUTES: Motion by Dale, seconded by Rita, to approve the minutes of the Selectmen's Meeting of February 12, 2007 as printed. The motion passed unanimously.
SELECTMEN'S COMMENTS: Todd reported that he attended a meeting of the County Budget Committee today. He said that the presentation of the budget was confusing. He also reported that Juanita believes that the Phipps Point dock may be taxed to someone else.
PUBLIC COMMENTS: Patrick Wright, Chairman of the Solid Waste and Recycling Committee, announced the scheduling of two public meetings, on March 21 & April 22, 2007, to discuss "Pay as You Throw".
LOCAL HEALTH OFFICER'S REPORT: The Local Health Officer Jack Albis recommended that the Selectmen develop a Littering Ordinance for consideration at the May Budget Town Meeting. He said that current ordinance was not sufficient. David asked Lloyd to obtain several samples from other towns.
ROAD COMMISSIONER'S REPORT: Jack reported that, due to the conditions, the roads may be posted early this year - possibly in the coming week. Dale asked about the turnaround situation at the end of the Milt Carlton Road. Jack said that there was a problem for the snowplowing truck to turn plus Pine Tree Waste's truck was too big for the road. Jack said that he is trying to work something out with an adjacent property owner.
CEO/FIRE CHIEF'S REPORT: Ken advised that he had received three new building permit applications this past week. He also said that the Planning Board would be reviewing a draft of the Sign Ordinance this evening. He said that the Fire Truck Committee would be meeting with two additional vendors in the next couple of weeks. The committee plans to have a firm price at the Budget Town Meeting in May 2007.
OLD BUSINESS:
a. Request for Clarification, ROW Section, Murphy's Corner Road Pasture Subdivision Application: The Selectmen referred the attached request for clarification from Sitelines to the Planning Board for action.
b. Certificate of Abatement for Kenneth L. Carr Trust (Map R07, Lot 023-004): The Selectmen signed the attached Certificate of Abatement for Kenneth L. Carr Trust which was approved at their previous meeting.
NEW BUSINESS:
a. Timekeeping Policy for Snow Day: On Wednesday, February 21, 2007, the first shift at Bath Iron Works Corporation was cancelled at 11:00 a.m. and, as a result, the Woolwich Town Office closed at the same time. Due to the storm for Jeanne and previously schedule leave for Lynette, they did not report for work that day. A motion was made by Todd, seconded by Dale, to allow them to take earned comp leave or vacation for that day. The motion passed unanimously.b. Request for Access to Property: The Selectmen reviewed the attached letter from Therriault & Therriault regarding the possibility of obtaining access to the property located at Map U-07, Lot 2. Their consensus was that the Town did not own any land that was contiguous with that property and, consequently, could not enter into an access agreement.
c. Scheduling of Poverty Abatement Hearing: The Selectmen scheduled an Executive Session to conduct a Poverty Abatement Hearing on Monday, March 12, 2007, at 5:00 p.m.
d. Scheduling of Personnel Evaluations: By consensus, the Selectmen agreed to conduct the annual personnel evaluations on Wednesday, March 14, 2007, beginning at 5:00 p.m.
e. Solid Waste & Recycling Committee Appointment: Motion by Todd, seconded by Dan, to appoint Jen Krebs to an alternate position on the Solid Waste & Recycling Committee with a term that ends on May 1, 2009. The motion passed unanimously.
f. Health Officer Appointment: The Selectmen requested Lloyd to contact a previous inquirer about a possible Health Officer appointment. If no interest, Lloyd was requested to advertise the position.
g. Other: Lloyd advised that he would be participating in the 2007 Community Read Aloud! Program on Friday, March 2, 2007 at the Woolwich Central School Second Grade.
h. Town Administrator/Clerk Search: Motion by Rita, seconded by Dale to go into an Executive Session under 1 M.R.S.A. §405(6)(A) to review applications for the Town Administrator/Clerk position. The motion passed unanimously. Motion by Rita, seconded by Dale, to come out of the Executive Session. The motion passed unanimously.
