PLEDGE OF ALLEGIANCE: Prior to the beginning of the regular Selectmen's meeting, Town Clerk, Jeanne Bernard, led the audience in the Pledge of Allegiance to the flag of our country.
PREVIOUS MEETING'S MINUTES: (It was noted that none of the selectmen had received copies of these minutes nor did they have agendas for tonight's meeting in their boxes. Agendas were distributed and copies of the last meeting minutes were printed and distributed for board members' review.) Todd moved to accept the minutes with Rita seconding the motion. Dan noted that there were a couple of corrections: it was Dale who asked the Fire Chief if a certified letter had been sent to Mr. Herr and not Dan. Another correction was that Dan asked that a file be started on Ed's Stuff not "suggested". The meeting minutes were accepted as corrected. Unanimous.
SELECTMEN'S COMMENTS: Todd spoke about Two Bridges Correctional Facility and County Commissioners. He mentioned that he and the Assessing Agent, Juanita Hennessey-Wilson, had taken a ride out to Trott Road to inspect the area, road conditions, etc. Dave stated that he thought the Town Meeting held May 9, 2007 went well.
PUBLIC'S COMMENTS:
Debbie Locke asked if any of the Board members planned to be at the Memorial Day Observance, Monday, May 28, 2007 at 7 p.m. David said he wasn't sure, but that he might. Debbie asked if she could include his name in the program and it seemed pretty "iffy".
Doris Neusse addressed the Board regarding a letter she had written on behalf of the Woolwich Conversation Commission relative to the Watershed Survey. Attached was a copy of the Press Release. Jack Shaw has written a letter to Susan Gammon regarding Significant Identified Areas of Erosion. To correct these concerns would cost approximately $62,700. It was determined that there is grant money available and that a dialogue with the Bath Water District should be initiated. A letter with copies of Doris' letter and Jack's letter will be sent to the Water District with a request that they send a representative to meet with the Selectmen.
ROAD COMMISSIONER'S REPORT: Jack stated that the battery at Hedge Bridge Road had been retrieved.
CEO/FIRE CHIEF'S REPORT: Ken stated that he had issued 6 Building Permits since the last Board of Selectmen's meeting. The Fire Dept. had 4 fire runs. There is a meeting scheduled for tonight at 7 p.m. at the Fire Dept. with the Fire Truck Committee. A letter (invitation to bid) will be sent to six (6) companies. The Fire Truck Bid Opening is scheduled for July 16, 2007.
Ken thanked Jack for meeting with Fema representatives (4 from all over the country) to escort them around town regarding personal property damage. Fema will be back on Wednesday to assess road damage as a result of the Patriot's Day Storm.
OLD BUSINESS:
Dave advised the Board that Lynette had been in touch with him regarding the Internet connection with the Sagadahoc County Registry of Deeds. Towns will NOT be charged an annual fee of $300. It was moved and seconded to utilize the service. Todd opposed.
Other Old Business (Unfinished): Ed's Stuff. Lillian Thomas, a neighbor, stated that her daughter was driving by Ed's Stuff when one of his tarps blew off and landed on the hood of her daughter's vehicle. It could have just as easily landed across her windshield and caused an accident! There is concern about the "loading and unloading" of stuff (sellers and buyers). David Kloberdans had taken pictures and sent them to Lynette. The Fire Chief had seen the pictures and Lynette was putting them in a file. (Tuesday morning I discovered pictures in the Selectmen's Meeting Minutes binder) Bob Meade believes the "Right of Way" goes through the building. Bill Longley advised the Board that letters need to be sent to the property owner as well as the business owner. State Fire Marshall should be requested to inspect property's interior as to possible hazardous conditions. A letter should be sent to M.D.O.T. with copies of letters mentioned above to keep them abreast of the situation. Letter to owner(s) will give 10 days for clean up before legal action is taken. These letters will be sent certified mail.
Bob Meade addressed the Board stating that the Memorial Park is being fixed up. He plans to contact the Sheriff's department regarding the program which offers inmates to paint. The graffiti has to be covered over with paint. There is a tree down which needs to be removed. The Town will send a letter to the owner/abutter to have it removed.
NEW BUSINESS:
Stan Davis of the Fish Commission brought the Board up to speed on the condition of the building where there is a downstream sill rotted; the building needs a paint job; clean up of debris has to be done. There is $13,000 in the account for just this purpose. Stan contacted Pine Tree Waste about dumpsters and subsequent cost, but the Board suggested burning the wood to cut back on the need of throwing out so much. Dale advised that he might be able to come down and haul away some of the wood.
Yankee Air Boat: David King had Lynette put this item on the Agenda at the end of May because the insurance through the Town will expire June 30, 2007 and the Firefighters Association will have to see about getting this boat insured reflecting that the Town of Woolwich was an additional insured.
Appointment of David Kloberdans to the Appeals Board. Rita moved to appoint David Kloberdans to the Appeals Board. Seconded by Dale. Unanimous.
Approval of Abatement: Map R08 Lot 58C. Todd stated that the lot in question is accessible. The road is a year round road. Similar properties on East Hedge with limited access have a 50% reduction in the base lot value and therefore, this property should have the same consideration. The abatement $30,700 +/- would result in a Supplemental tax bill.
Other new business. Jeanne brought up the insurance situation regarding the metal storage shed which caused damage to Wayne Saunders personal vehicle during the Patriots Day Storm because high winds picked it up. The Fire Chief was brought back to the meeting to advise the Board on this matter and its resolve. Dan made a motion to seek bids on insurance coverage. Todd suggested that we go to Cross Insurance and inquire as to WHAT insurance would have covered this particular situation. Dave advised that Lynette will be back next week and they will discuss this situation further and get back to the Board at the next meeting.
Todd mentioned that the Assessing Agent has some concerns about a possible illegal subdivision in Town that lots are being offered for sale and yet it may not have been approved by the Planning Board. The Planning Board is meeting Tuesday 5/29/07. It was suggested that Jason Shaw might have information regarding this matter.
