SELECTMEN'S MEETING MINUTES
Woolwich Town Office

March 1, 2004


ATTENDANCE: David King, Dale Chadbourne, Todd McPhee, and Phillip Skillin

PLEDGE OF ALLEGIANCE: Prior to the beginning of the regular meeting at 6:00 p.m., David had Lloyd lead the audience in the Pledge of Allegiance to the flag of our country.

PREVIOUS MEETINGS MINUTES: Motion by Dale, seconded by Phillip, to accept the minutes of the meeting of February 17, 2004 as printed. The motion passed unanimously.

ROAD COMMISSIONER'S REPORT: Commissioner Jack Shaw was not present due to the death of his father. The Selectmen decided to postpone action on the Meadow Road situation until their next meeting.

FIRE CHIEF'S REPORT: Chief Ken Desmond was not present. A report given by him to Lloyd advised that the department had responded to seven calls since the last Selectmen's meeting. Lloyd advised that the Chief recommended that the attached invoice of EVM for the engine/tanker conversion be paid. Motion by Todd, seconded by Phillip, to authorize payment of the invoice. The motion passed unanimously.

OLD BUSINESS:

a. Fire Department Wage Policy: Motion by Todd, seconded by Phillip, to approve the attached policy. The motion passed unanimously.

b. Household Hazardous Waste Collection Policy: Motion by Phillip, seconded by Dale, to limit the Town's contribution to $40.00 per household for the upcoming household hazardous waste collection event. The overall limit is $900.00. The motion passed unanimously.

c. Low Pressure Boiler Operator's License: The Selectmen designated Lloyd and possibly one other person to take the Low Pressure Boiler Operator's License Examination.

d. Executive Session Request: Roger Brawn discussed the Selectmen's February 17, 2004 decision to not convene an Executive Session to hear a personnel matter because the person's supervisor was not present. WEMA Director Dan Skillin asked to have an Executive Session to hear a personnel matter. In that capacity Dan reports directly to the Selectmen. As a result, the Selectmen agreed to schedule an Executive Session at the end of the regular agenda.

e. Fire Department Wage Policy: Dan Skillin and Roger Brawn expressed their dissatisfaction with the Wage Policy that was approved earlier in the meeting. They felt that the upper limit of $10.00 should be eliminated. David advised that the limit had been recommended by the Fire Chief and was supported by the Selectmen.

NEW BUSINESS:

a. Abatement Application of Jackson and Susan Parker: Motion by Dale, seconded by David, to grant an abatement to Jackson and Susan Parker by reclassifying their property at Map R-06, Lot 37A from Riverfront "A" to Riverfront "B". The abatement was granted on a 3-1 vote.

b. Abatement Application of Kathleen and Thomas Reed: Motion by Phillip, seconded by Dale, to grant an abatement to Kathleen and Thomas Reed by reclassifying their property at Map R-06, Lot 37B from Riverfront "A" to Riverfront "B". The abatement was granted on a 3-1 vote.

c. Abatement Application of Kathleen and Thomas Reed: Motion by Todd, seconded by Phillip, to grant an abatement to Kathleen and Thomas Reed by reclassifying 1.6 acres of salt marsh from rear land to wasteland. The motion failed on a 2-2 vote.

d. Abadagasset Point Range: Due to an apparent lack of a Town right-of-way from the Chop Point Road to the Abadagasset Point Range, the Selectmen asked Lloyd to contact the Lower Kennebec Land Trust to discuss the possible transfer of the property to them.

e. Republican Election Clerks Appointments: Motion by Dale, seconded by Phillip, to approve the appointment of the attached list of Republican Election Clerks. The motion passed unanimously.

f. Coastal Humane Society Contract Renewal: Motion by Phillip, seconded by Todd, to approve the renewal of the attached contract with the Coastal Humane Society.

g. Meeting with Wiscasset Selectmen: The Selectmen agreed to meet with the Wiscasset Selectmen at the Woolwich Town Office on Tuesday, March 30, 2004, at 6:30 p.m. to discuss matters of mutual interest.

h. "Pulling" of Clams: The Selectmen decided to meet with the Shellfish Committee at their next meeting on March 15, 2004 to discuss the Department of Marine Resources concerns over the proposed prohibition against the "pulling" of clams.

CODES ENFORCEMENT OFFICER'S REPORT: Bill Longley, Codes Enforcement Officer, advised that public hearings will take place on March 29, 2004 for the proposed changes to the Planning Ordinance.

EXECUTIVE SESSION: Dan Skillin and Roger Brawn withdrew their request for an Executive Session. They advised that they would discuss their concerns in the public session of the next Selectmen's Meeting on March 15, 2004.
