PLEDGE OF ALLEGIANCE: Prior to the beginning of the regular meeting at 6:00 p.m., David had Lloyd lead the audience in the Pledge of Allegiance to the flag of our country.
PREVIOUS MEETING MINUTES: Motion by Dale, seconded by Rita, to accept the minutes of the meeting of April 26, 2004 as printed. The motion passed unanimously.
ROAD COMMISSIONER'S REPORT: Jack Shaw, Road Commissioner, was not present and no report was given.
FIRE CHIEF'S REPORT: Ken Desmond, Fire Chief, was not present. Lloyd reported that Ken said there had been four fire calls and two EMS runs since the last Selectmen's meeting.
OLD BUSINESS:
a. Town Meeting Recap: Lloyd reported that he had received a telephone call on Friday, May 7, 2004, from Robert Marshall of Cole Layer Trumble Company inquiring about the outcome of the Town Meeting vote on the Tax Equalization Appraisal Program. He then advised Lloyd that he would be sending a draft of the proposed contract early next week for our review prior to a meeting to work out the details of the contract. The Selectmen asked Lloyd to provide copies of the draft contract to them, the Assessing Agent and the Town Attorney for review and recommendations.
NEW BUSINESS:
a. Committee Appointment: Motion by Todd, seconded by Phillip, to appoint Robert Meade to a three year term on the Recreation Committee. The motion passed unanimously.b. Picture Identification Cards: Phillip said that Town Officials, e.g. Codes Enforcement Officer, Health Officer, etc. should have picture identification cards to assure landowners and others that the person had a legitimate right to represent the Town. Some of the Selectmen were uncertain that such a card was a necessity. Phillip will contact the Fire Chief to see if the appropriate Town Officials could receive the cards via the firefighters identification program.
c. Memorial Day Flag Schedule: Lloyd will contact the following individuals relative to placement of flags for Memorial Day:

- Murphy's Corner Cemetery et al &endash; Todd McPhee
- Nequasset Cemetery &endash; Ray Robson, Sr.
- Grover Cemetery &endash; Roland Bailey
- Partridge Cemetery et al &endash; Hayden Temple
- Riverside Cemetery &endash; Greg Doak
- Laurel Grove Cemetery &endash; Todd Stilphen
d. County Budget: Todd advised that the County Budget Committee would be meeting on May 11, 2004 and would be making a recommendation for a $553,422.00 reduction in the proposed budget.
e. Nequasset Road Sign Replacement: The Selectmen noted that the speed limit sign on the Nequasset Road near the Route 1 intersection was nearly illegible and should be replaced. Lloyd will contact the Road Commissioner to request replacement of the sign.
f. Ambulance Options: The Selectmen requested Lloyd to contact the towns of Richmond and Dresden to obtain information concerning their ambulance contracts.
CODES ENFORCEMENT OFFICER'S REPORT: Bill Longley, Codes Enforcement Officer, advised that he had turned over a complete package of information regarding the Stephen Spaulding situation to Durward Parkinson an attorney specializing in land use issues. Bill noted that he has received the results of a water sample taken by the Health Officer at the Colfer property on the Old Arrowsic Road and would be forwarding it to the Town Attorney. Lloyd advised that the Health Officer reported that Mr. Colfer plans to install a replacement septic system himself. Bill advised that it is acceptable for the homeowner to perform such an installation as long as it conforms with an approved septic design.
