PLEDGE OF ALLEGIANCE: Prior to the beginning of the regular meeting at 6:00 p.m., David asked for a moment of silence in memory of the young boy who apparently drowned in the Sasanoa River this past weekend. David then had Lloyd lead the audience in the Pledge of Allegiance to the flag of our country.
PREVIOUS MEETINGS MINUTES: Motion by Phillip, seconded by Rita, to accept the minutes of the meetings of May 24, 2004 and May 26, 2004 as printed. The motion passed unanimously.
ROAD COMMISSIONER'S REPORT: Jack Shaw, Road Commissioner, reported that a Curve Sign and a 20 MPH Sign have been installed at the approach to the intersection of the Murphy's Corner Road and the Barley Neck Road. Wayne Leeman expressed his concern over the high rate of speed on the Hockomock Road. He advised that vehicles are traveling 45 MPH. Jack explained that speed limits on town roads are set by MDOT and if no limits are posted the speed is 45 MPH.
FIRE CHIEF'S REPORT: Ken Desmond, Fire Chief, reported on efforts to locate the young boy who fell into the Sasanoa River. On Saturday, June 5, 2004, fourteen Woolwich firefighters worked with other groups in the rescue effort. On Sunday June 6, 2004, eighteen Woolwich firefighters took part in the search effort. Ken also said that thirty-five citizens called with offers of help.
OLD BUSINESS:
a. Ambulance Contract Update: David said that Bath City Manager John Bubier apparently misunderstood the request of Stephen Bennett, North East Mobile Health Service, concerning mutual ambulance support to the Town of Woolwich. David will have Mr. Bennett put the requirements in writing to Bath.b. Colfer Septic Status: Local Health Officer Jack Albis said that the Colfer house should not be inhabited due to the septic problems. He further advised that it will probably be two months before the case gets on the court docket. Codes Enforcement Officer Bill Longley agreed to discuss the urgency of the matter with the Town Attorney tomorrow.
c. First Responders Budget 2004-2005: First Responders Director Roger Brawn proposed the attached budget for 2004-2005. It totaled $21,870.00, $6,000.00 of which was approved at the May 6, 2004 Special Town Meeting. Motion by Dale, seconded by Rita, to approve the revised budget. The additional funding will be considered at a Special Town Meeting on June 21, 2004 by requesting the transfer of $15,870.00 from the Ambulance Account to the First Responders Account. The motion passed unanimously. David said that this action would strengthen and reinforce the quality of service of the First Responders.
NEW BUSINESS:
a. Fire Chief Appointment: Motion by Todd, seconded by Rita, to appoint Kenneth Desmond to a three year term as Fire Chief of the Town of Woolwich. The motion passed on a 4-1 vote.b. Fiscal Year Closing Schedule: Motion by Todd, seconded by Rita, to authorize the closing of the Town Office at noon on Wednesday, June 30, 2004, in order to allow the Staff time to complete fiscal year ending procedures during the afternoon. The motion passed unanimously.
c. Special Town Meeting Warrant Approval: Motion by Todd, seconded by Phillip, to approve the attached Special Town Meeting Warrant for June 21, 2004. The motion passed unanimously.
d. Shellfish Warden Appointment: Motion by Todd, seconded by Phillip, to appoint Jon Hentz to a one year term as Shellfish Warden of the Town of Woolwich. The motion passed unanimously.
e. Solid Waste Pick-Up Schedule: Pine Tree Waste representative, Karen McNaughton, apologized for the confusion caused by the recent unannounced pickup schedule change following the Memorial Day holiday. She attributed the situation to a new operations manager who thought that he could unilaterally change the schedule to a two day (Tuesday & Wednesday) pickup. She said that the company would like to permanently change the Woolwich pickup schedule to Tuesday and Wednesday with the residents on the Monday schedule changing to Wednesday and the Tuesday and Wednesday residents' pickups remaining on those respective days. Pine Tree Waste would like to put this schedule into effect in mid-July 2004. The Selectmen were in agreement with this request as long as Pine Tree Waste assumed full responsibility for notifying all Woolwich residents of the pending schedule change.
f. Assessing Agent Contract: Motion by Rita, seconded by Dale, to approve renewal of the Assessing Agent Contract with Juanita C. Wilson Hennessey, d/b/a Wilson Hennessey Appraisal for the period from July 1, 2004 to June 30, 2005. The responsibilities and price are unchanged from the current contract. The motion passed unanimously.
g. Surplus Computer Equipments Bid Opening: The bids for the surplus computer equipments were publicly opened. Roger Baffer submitted the only bid for Lot #1. It was in the amount of $66.00. David submitted the only bid for Lot #2. It was in the amount of $25.00. Motion by Todd, seconded by Phillip, to make the awards to Roger and David respectively in the bid amounts. The motion passed on a 4-0-1 vote with David abstaining. The Selectmen will consider sealed bids at Woolwich Day for Lots #3 and #4.
CODES ENFORCEMENT OFFICER'S REPORT: Bill Longley, Codes Enforcement Officer, advised that the Spaulding suit was moving through the courts. He also advised that the Town Administrator should be sending out 10 day cure letters for Automobile Graveyards, Automobile Recycling Businesses and Junkyards rather than the Codes Enforcement Officer. The Selectmen agreed and requested Lloyd to draft 10 day cure
letters to the owners of the properties located at Map U-02, Lot 073; Map U-05, Lot 001-A and Map U-02, Lot 058. Bill said that unauthorized tree cutting was found at the Kenneth Carr property at Goose Cove. Mr. Carr has submitted an after the fact application to Bill and it will likely be approved.
