ATTENDANCE: David King, Dale Chadbourne, Todd McPhee, Phillip Skillin and Rita Sturtevant
PLEDGE OF ALLEGIANCE: Prior to the beginning of the regular Selectmen's Meeting, the Town Administrator Lloyd Coombs led the audience in the Pledge of Allegiance to the flag of our country.
PREVIOUS MEETING MINUTES: Motion by Dale, seconded by Rita, to accept the minutes of the meeting of August 16, 2004 as printed. The motion passed unanimously.
SELECTMEN'S COMMENTS: Todd advised that the Woolwich Central School was looking into the organization of a field hockey team. He also said that a group of parents is planning a fund raising effort to replace the school playground. Both Rita and Phillip expressed concern regarding the responsiveness of the Animal Control Officer. They asked that he be requested to attend the next Selectmen's Meeting. David suggested that a calling chain be established, i.e. David/Dale/Todd/Phillip/Rita.
ROAD COMMISSIONER'S REPORT: Jack Shaw, Road Commissioner, reported that the paving of the Meadow Road was progressing well. The Commissioner and the Administrator advised that there were no known problems with town roads. The responsibilities of the Animal Control Officer, the Road Commissioner and the State Nuisance Animal Control Officer regarding dead animals were discussed.
FIRE CHIEF'S REPORT: Ken Desmond, Fire Chief, was not present and no report was given.
OLD BUSINESS:
a. Staffing/Benefits Discussion: David advised that the earliest date that the Town of Woolwich could join the Maine State Retirement System was July 1, 2005. Ken Desmond was reportedly willing to work part-time in the Codes Enforcement Officer's position for the six month period from January 1, 2005 to June 30, 2005. Bill Longley advised that was satisfactory to him. The Selectmen decided to have a workshop meeting with Ken and Bill soon.b. Abadagasset Point Range Right of Way Update: Dale advised that he had discussed the possibility of a Right of Way (ROW) to Lot 1 with William King. They felt that Central Maine Power Company (CMP) should be contacted regarding a ROW. David said that he would support a footpath ROW only. That was acceptable to William King. Lloyd will contact CMP regarding a ROW.
c. Workers Compensation Policy: Lloyd advised that, at the request of the Selectmen, he had contacted MMA Risk Management Services concerning an analysis of Woolwich's municipal vs. school workers compensation claims. MMA is working on the request for information.
d. Woolwich Landfill Damaged Wells: Motion by Dale, seconded by Rita, to have Great Works Pump & Test Boring, Inc. repair the two damaged monitoring wells at the Woolwich Landfill at a price of $1,175.00. The motion passed unanimously. Todd requested that he be notified to the date and time of the repair effort.
NEW BUSINESS:
a. Consideration of a Property Tax Resolution: Motion by Todd, seconded by Phillip, to execute the attached Property Tax Resolution. The motion passed unanimously.b. Change of Registrar of Voters Hours: Motion by Todd, seconded by Rita, to change the Registrar of Voters hours for the November 2, 2004 election to coincide with the Town Clerk's hours. The motion passed unanimously.
c. Possibly Dangerous Building: The Selectmen discussed a possibly dangerous building located on the Hedge Bridge Road. Dale will investigate and report at the next Selectmen's Meeting.
d. Cole Layer Trumble (CLT) Contract Issues: Lloyd recommended that a letter of clarification stating the Town's position be sent in response to CLT's letter of September 10, 2004. The Selectmen agreed and asked Lloyd to draft a letter covering the following points:
- Black & white digital photos would be acceptable provided that CLT could demonstrate that the Town server has the capacity to store the photos and the capability to print them.
- CLT has the contractual responsibility for transferring the sketches to the new PRC.
- A separate drive is available for CLT to enter revaluation data.
e. Consideration of Offset Hours for the Assessing Agent: Motion by Phillip, seconded by Rita, to allow the Assessing Agent to use offset hours on Monday, October 11, 2004, Monday, December 20, 2004 and Monday, December 27, 2004. The motion passed unanimously.
CODES ENFORCEMENT OFFICER'S REPORT: Bill Longley, Codes Enforcement Officer, advised that the Colfer septic installation is now complete. Bill recommended that that Duward Parkinson be requested to review the documentation of the Colfer suit to determine whether the Town should pursue legal costs and fines. By consensus, the Selectmen agreed with Bill's recommendation. Bill noted that there has been a dramatic improvement in the condition of Dot's Good Deals property. The Selectmen requested Lloyd to draft a letter of encouragement to Dot Schmidt.
