SELECTMEN'S MEETING MINUTES

ATTENDANCE: David King, Dale Chadbourne, Todd McPhee, Phillip Skillin and Rita Sturtevant

APPLICATION FOR VETERANS EXEMPTION: Motion by Dale, seconded by Phillip, to grant a veterans exemption to Roger L. Gotlibson, 26 Elizabeth Ann Lane. The motion passed unanimously.

TREE GROWTH APPLICATION: Motion by Dale, seconded by Rita, to approve the Tree Growth Application of George L. Jr. and Shirley G. Roth. During the discussion phase, the Selectmen noted that the application did not contain a Formal Forester's Plan and was, therefore, incomplete. The motion failed on a 0-5 vote.

DESIGNATION AS A CHARITABLE AND BENEVOLENT TRUST: Motion by Phillip, seconded by Dale, to recognize the Lower Kennebec Regional Land Trust as a charitable and benevolent trust with respect to its ownership of the properties on Map R-12, Lots 40, 41 & 42. The motion passed on a 4-1 vote.

ESTABLISHMENT OF THE CERTIFIED RATIO: Motion by Todd, seconded by Phillip, to establish the certified ratio at 78%. The motion passed unanimously.

ESTABLISHMENT OF THE MILL RATE FOR FISCAL YEAR 04-05: Motion by David, seconded by Dale, to establish the mill rate for Fiscal Year 04-05 at $16.80. The motion passed unanimously.

SHELLFISH HARVESTING CLOSURE PUBLIC HEARING: A public hearing was held to receive comments on a proposed nine month closure of a portion of Montsweag Bay to the harvesting of soft shell clams. No comments were received.

SHELLFISH HARVESTING: Motion by Dale, seconded by Rita, to close a portion of Montsweag Bay, as shown on the attachment, from September 23, 2004 to June 25, 2005, to the harvesting of soft shell clams. The motion passed unanimously.
