PLEDGE OF ALLEGIANCE: Prior to the beginning of the regular Selectmen's Meeting, the Town Administrator Lloyd Coombs led the audience in the Pledge of Allegiance to the flag of our country.
FIXED ASSETS BOOK DEPRECIATION REPORT: During a Workshop preceding their regular meeting, the Selectmen reviewed the attached Fixed Assets Book Depreciation Report. They did not find any major discrepancies and requested Lloyd to report the same to the Town Auditor.
PREVIOUS MEETINGS MINUTES: Motion by Phillip, seconded by Dale, to accept the minutes of the meetings of September 13, 2004 and September 20, 2004 as printed. The motion passed unanimously.
SELECTMEN'S COMMENTS: Phillip requested Lloyd to ask the Animal Control Officer to attend the next Selectmen's Meeting. Dale said that he has received many telephone calls regarding the property tax bills for the 2004-2005 fiscal year.
ROAD COMMISSIONER'S REPORT: Jack Shaw, Road Commissioner, reported that the paving of the Meadow Road was expected to be completed by October 15, 2004. In addition, approximately 5,000 feet of the Montsweag Road will be paved.
FIRE CHIEF'S REPORT: Ken Desmond, Fire Chief, reported that the material has been received to install four dry hydrants. He said that the project should be fully funded by grant money. He also presented a proposed contract with Frohmiller Construction to repair the Hose Tower. Motion by Phillip, seconded by Rita, to contract with Frohmiller Construction in the amount of $6,773.00 for the Hose Tower repair. Todd said that contracts of that magnitude should be put out to bid by the Selectmen. The motion passed unanimously.
OLD BUSINESS:
a. Hedge Bridge Road Building: Dale said that the land surrounding the building is a "mess". Dale will continue to try to contact the owner. Bill Longley will look into the situation to see if the building should be classified as "dangerous".b. Workers Compensation Administration: Lloyd advised that he had contacted MMA Risk Management relative to having separate workers compensation policies for municipal operations and school operations. They advised Lloyd that they would not separate the policies.
c. Woolwich Landfill Damaged Wells: Lloyd advised that, at the suggestion of Todd, he had sent an insurance claim regarding the landfill damaged wells to MMA Risk Management. In the meantime, the Selectmen requested Lloyd to contact Pine Tree Engineering and authorize Great Works Pump & Test Borings, Inc. to proceed with the repairs to the wells.
d. Monument Landscaping: The Selectmen thanked Bob and Avis Meade for their continuing landscaping efforts at the Woolwich Veterans Monument area.
NEW BUSINESS
a. Technology Upgrade Recommendation: Will Moncrief and David Barter, representatives of CBE Valcom, presented the attached Server Installation proposal. They advised that, when complete, the Town of Woolwich would have a more stable computer network platform. The proposal provides for the installation of Windows Server 2003 onto our present platform. As a result of questions from the Selectmen, they further recommended that we purchase a stand alone server. It was the consensus of the Selectmen that the proposal be revised to include a stand alone server as well as a color printer to support the Codes Enforcement Officer's functions. When received, the proposal is to be put in the Signature File for review and authorization.b. Town Meeting Warrant: Motion by Dale, seconded by Rita, to approve the attached Town Meeting warrant. The motion passed unanimously.
c. Local Option Liquor Petition: The Selectmen reviewed a petition calling for a secret ballot vote on whether an agency liquor store should be allowed in the Town of Woolwich. They noted the requirement to have 195 signatures of Woolwich registered voters. They also noted that the Town Clerk only found 145 qualified signatures on the petition. Motion by Dale, seconded by Rita, to dismiss the petition as insufficient. The motion passed unanimously.
d. Tax Commitment for Fiscal Year 2004-2005: Motion by Dale, seconded by Phillip, to establish $3,258,673.66 as the tax commitment for fiscal year 2004-2005. The motion passed unanimously.
e. Quit Claim Deed: Motion by Rita, seconded by Dale, to execute a quit claim deed to extinguish a 1991 lien on the property of Everett Hathorn located at Map R-07, Lot 044. The motion passed unanimously.
f. Storage of Antique Fire Equipment: Ken Desmond advised that the Bath Firefighters Association was looking for temporary, one year storage for a 1847 handtub and a 1952 Mack Fire Engine. Ken said that Geoff McCarren had agreed to store the handtub. Ken asked for authority to store the 1952 Mack Fire Engine in the North Station for one year. The Selectmen advised Ken that, as Chief, he had the authority to allow the storage in the North Station. They said that such storage should only be allowed at no liability or insurance cost to the Town.
CODES ENFORCEMENT OFFICER'S REPORT: Bill Longley, Codes Enforcement Officer, advised the Selectmen that unannounced, unauthorized blasting had taken place on Wagon Wheel Lane. Bill said that he has given a warning to the blasting company and is pursuing a consent agreement that would required a fine of $100.00 plus legal review costs. That would set the stage for a fine of $2,500.00 if it happens again. Bill also said that the dry hydrant at Norway Drive does not work. As a result, Bill will be sending a letter to Leo Purington advising of this violation of the subcontract approval agreement. Bill advised that the remaining land at Hixon Hill has been sold and that Planning Board approval is required. Also, Bill said that Mike Kiernan is planning to lease property on the Miller Road for boat storage. Bill said that the property has been previously used for storage. In response to a question from the Selectmen, Bill said that the consent agreement for the tree replacement at the Carr property on Goose Cove required three year maintenance.
