SELECTMEN'S MEETING MINUTES
Woolwich Town Office

October 10, 2006


ATTENDANCE: Dale Chadbourne, David King, Todd McPhee, Phillip Skillin and Rita Sturtevant

PLEDGE OF ALLEGIANCE: The Town Administrator Lloyd Coombs led the audience in the Pledge of Allegiance to the flag of our country.

PUBLIC HEARING ON THE ADOPTION OF REVISED GENERAL ASSISTANCE APPENDIXES A, B & C: Lloyd advised that the Department of Human Services has reissued corrective appendixes A & C and that the public hearing should be rescheduled to October 23, 2006 to allow for timely posting of the public hearing notice with the corrected appendixes A & C. Motion by Phillip, seconded by Dale, to table the public hearing until October 23, 2006. The motion passed unanimously.

PREVIOUS MEETING'S MINUTES: Motion by Dale, seconded by Rita, to approve the minutes of the Selectmen's Meeting of September 25, 2006 as printed. The motion passed unanimously.

SELECTMEN'S COMMENTS: Todd advised that he has been attending meetings of the School Building Committee and has been impressed with the number of good ideas put forth. Todd also said that he had spoken with a representative of a broadband internet company at the MMA Convention recently. Todd expects to receive additional information soon for possible broadband application in Woolwich. Phillip also spoke of his attendance at the MMA Convention and his experience as a member of the School Building Committee.

PUBLIC COMMENTS: None

ROAD COMMISSIONER'S REPORT: In response to a question from David, Jack advised that all of the cutting of brush on the East Hedge Road has been within the Town's ROW and with the safety of the school bus in mind. Jack said that the dumping of fill on Phillip Baker's property opposite the Town Office has resulted in blockage of the culvert at that location on the Nequesset Road and could cause freezing of the road surface during the winter months. The Selectmen requested Lloyd to write a letter to Mr. Baker asking him to remove the blockage.

CEO/FIRE CHIEF'S REPORT: CEO/Fire Chief Ken Desmond was in the Fire Station for the annual open house in conjunction with Fire Prevention Week. Lloyd advised that one building permit had been issued this week and two were pending. Also Lloyd advised that the Fire Department had responded to four calls.

OLD BUSINESS:

a. Personal Property Abatements: Motion by Dale, seconded by Rita, to abate the personal property taxes on Accounts 8, 39, 52, 72, 76, 85, 90, 95 and 96 as the amounts are negligible, i.e. less than $10.00. The motion passed unanimously.

NEW BUSINESS:

a. Route 1 Safety Concerns: The Selectmen discussed the September 28, 2006 letter of MDOT Commissioner David Cole that appeared to be step back from the timely implementation of several agreed upon Route 1 safety concerns. David advised that, subsequent to the issuance of the letter, Governor Baldacci had reportedly responded to a meeting with Representative Carol Grose by directing MDOT to take more positive action. David noted that the Town had not received anything in writing concerning this late breaking event. Jack Shaw said that he had heard that the planned centerline rumble strip might not provide completed coverage to the Wiscasset Town Line. Jack said that 100% coverage was imperative for safety reasons.

b. School Building Committee Meeting: The Selectmen noted the invitation of the School Building Committee to attend its meeting on October 11, 2006 at 6:30 p.m. Several Selectmen plan to attend. Phillip advised that the Committee plans to discuss the need for upfront funding for the school concept phase. This funding will eventually be reimbursed by the State of Maine. David and Lloyd said that they believed that such funding would need to be appropriated by a Special Town Meeting.
