SELECTMEN'S MEETING MINUTES
Woolwich Town Office

November 20, 2006


ATTENDANCE: Dale Chadbourne, David King, Todd McPhee, Phillip Skillin and Rita Sturtevant.

PLEDGE OF ALLEGIANCE: Deputy Town Clerk, Jeanne Bernard, led the audience in the Pledge of Allegiance to the flag of our country.

PREVIOUS MEETING'S MINUTES: Motion by Dale, seconded by Todd to approve the minutes of the Selectmen's Meeting of November 6, 2006 as printed. The motion passed unanimously.

SELECTMEN'S COMMENTS: Todd spoke of his meeting with Jim McKenna of the Red Zone from Rockland. Mr. McKenna did not consider Woolwich part of the Downeast District and could not see expanding to this area in the near future. It looks as though Pioneer, "Plan B", might be a consideration. Phil spoke briefly of the most recent school committee meeting which he attended. Dale inquired of the Fire Chief Ken Desmond, as to the condition of the outdoor receptacle located in close proximity to the Christmas tree at the front lawn of the Municipal Building/Fire Department. It appears to have been "pulled away" from the wooden stake supporting it. The Chief said he would look into the matter and correct it in time for the Tree Lighting Ceremony on December 3, 2006.

PUBLIC COMMENTS: Roger Brawn, Director of the Woolwich EMS, advised the Board of Selectmen that a "drill" is scheduled for December 9, 2006 which is a Saturday. He felt it was important not to divulge too many details as this is intended to be a training session for the EMS team. On November 30th he has a cold weather training event scheduled for the EMS team. He spoke with Steve Bennett of Northeast Ambulance Service and coverage will be available to the Town of Woolwich on December 9th while the drill is in progress. Roger also advised the Board that the Woolwich School was able to acquire grant money used to purchase an A.E.D.

Jeanne Bernard advised those present of the upcoming Flu Clinic to be held November 28, 2006 from 9 a.m. to 12 noon at the Fire Station in conjunction with CHANS.

ROAD COMMISSIONER'S REPORT: Jack Shaw spoke of assisting the Fire Department with fallen trees in the latest storm.

CEO/FIRE CHIEF'S REPORT: CEO/Fire Chief Ken Desmond said that he issued two (2) building permits in November and that the Fire Department responded to 4 fire calls. He advised the Board and those present of the passing of Brad Gallagher. The funeral is planned for Wednesday morning and visitation will be from 9 a.m. to 10 a.m. at the Desmond Funeral Home in Bath. There will be an "All Out" for the "Last Call" in honor of Brad Gallagher's 26 years of service on the Woolwich Fire Department and his 13 years on the Bath Fire Department. The Woolwich Fire Department will retire Brad's "number". Dale commented that he had spoken with other members of the Board of Selectmen and it was felt that the Town Report should be dedicated to the Memory of Brad Gallagher and that all seemed to concur.

OLD BUSINESS: None.

NEW BUSINESS:

A. Consideration of Open Space Plan Memo. Motion by Dale and seconded by Rita for the Chairman to sign the memo and forward to the Conservation Committee.

B. To grant corrective Abatement for the property located at Map R11 Lot 019-04. Motion by Dale, seconded by Rita. Decision unanimous.

C & D. To grant and approve Certificate of Abatement for the property located at Map U04 lot 002-001 for Fiscal year 2005/06 and Fiscal year 2006/07. Motion by Todd and seconded by Rita. Decision unanimous.

E. Approving and signing of 5 Supplemental Warrants for the property located at Map R12 lot 30.David King advised that he received a memorandum from Dan Sullivan of the FACET TECH COMPANY from Minnesota. Someone from this company will be driving every mile of every road in Sagadahoc County for mapping purposes. The will probably be in Woolwich in a week or so. This individual will be driving a Navy Blue Chevy Tahoe. If any of the public is concerned, they should contact town hall for further information.

Phil motioned to Adjourn and Rita seconded. Meeting adjourned at 6:16 p.m.
