SELECTMEN'S MEETING MINUTES
Woolwich Town Office

November 6, 2006


ATTENDANCE: Dale Chadbourne, David King, Todd McPhee, Phillip Skillin and Rita Sturtevant

PLEDGE OF ALLEGIANCE: The Town Administrator Lloyd Coombs led the audience in the Pledge of Allegiance to the flag of our country.

PREVIOUS MEETING'S MINUTES: Motion by Dale, seconded by Rita, to approve the minutes of the Selectmen's Meeting of October 23, 2006 as printed. The motion passed unanimously.

SELECTMEN'S COMMENTS: Todd spoke of the fine opening ceremony and open house of the new Two Bridges Regional Jail.

PUBLIC COMMENTS: None

ROAD COMMISSIONER'S REPORT: Jack spoke of the numerous trees that went down on town roads during the recent storm. David asked Jack to look into the trash left at the intersection of the Gray Corner and Walker Roads. Jack said that MDOT says that the washout at the intersection of the George Wright Road and U. S. Route 1 is the Town's responsibility.

CEO/FIRE CHIEF'S REPORT: CEO/Fire Chief Ken Desmond said that three building permits are pending and that nine were issued in October. Ken said that he assisted in the development of a new school crisis plan and that the new plan calls for the use of the Woolwich-Wiscasset Baptist Church as a gathering place. Ken also advised that the municipal building sprinkler system failed last weekend as a result of the air compressor not working. David said that the Town does not need such a large compressor anymore and that we should sell the old compressor. A temporary, smaller compressor is now in place.

OLD BUSINESS:

a. Town Office Remodeling Plan: The Selectmen discussed the remodeling plan with the Contractor John Vigue. John will give the Staff 2-3 days advance notice regarding the start of the project in order to allow the movement of any equipment/storage containers. Plastic sheathing will be put in place to minimize dust. Lloyd will contact Burgess Computer to lengthened any printer/computer cabling needed on a temporary basis.

NEW BUSINESS:

a. School Union #47 Funding Request: Motion by Todd, seconded by Phillip, to authorize up to $2,000.00 from the School Bond Repair Account for an electrical upgrade to the fire alarms and smoke detectors for the two modular buildings at Woolwich Central School. The motion passed unanimously. The Selectmen requested Lloyd to find out whether any of the unused balance could be returned to the lender to reduce the debt payment.

b. Office Cleaning Contractor: The Selectmen noted the resignation of the office cleaning contractor. Motion by Rita, seconded by Dale, to advertise for a new contractor. The motion passed unanimously.

c. Property at Map R-12, Lot 30 Ownership: Arthur Weidner provided proof that he was the legal owner of the property located at Map R-12, Lot 30. By consensus, the Selectmen agreed to give him a quit claim deed after he had paid for the back taxes on the property.

d. Corrective Abatement Map R-10, Lot 48: Motion by Todd, seconded by Rita, to abate $22,600.00 on the property located at Map R-10, Lot 48. The motion passed unanimously.

e. Corrective Abatement Map R-09, Lot 29: Motion by Phillip, seconded by Rita, to abate $148,100.00 on the property located at Map R-09, Lot 29. The motion passed unanimously.

f. Corrective Abatement Map R-09, Lot 50: Motion by Rita, seconded by Todd, to abate $3,900.00 on the property located at Map R-09, Lot 50. The motion passed unanimously.

g. Corrective Abatement Map U-14, Lot 22: Motion by Todd, seconded by Dale, to abate $6,800.00 on the property located at Map U-14, Lot 22. The motion passed unanimously.

h. Corrective Abatement Map U-14, Lot 82A: Motion by Dale, seconded by Rita, to abate $18,000.00 on the property located at Map U-14, Lot 82A. The motion passed unanimously. 

i. Abatement Application for the Property Located at Map R-07, Lot 84-03: Motion by Todd, seconded by Dale, to grant an abatement of $1,900.00 on the property located at Map R-07, Lot 84-03. The motion failed on a 0-5 vote.

j. Abatement Application for the Property Located at Map U-05, Lot 04-05: Motion by Dale, seconded by Rita, to grant an abatement of $28,500.00 on the property located at Map U-05, Lot 04-05. The motion failed on a 0-5 vote.

 k. Assessment for the Property Located at Map U-04, Lot 002-001: Motion by Phillip, seconded by Dale, to establish the assessment on the property located at Map U-04, Lot 002-001 at $561,300.00. The motion passed unanimously.
