SELECTMEN'S MEETING MINUTES
Woolwich Town Office

December 4, 2006


ATTENDANCE: Dale Chadbourne, David King, Todd McPhee, Phillip Skillin and Rita Sturtevant

PLEDGE OF ALLEGIANCE: The Town Administrator Lloyd Coombs led the audience in the Pledge of Allegiance to the flag of our country.

PREVIOUS MEETING'S MINUTES: Motion by Dale, seconded by Rita, to approve the minutes of the Selectmen's Meeting of November 20, 2006 as printed with two corrections, i.e. under "Selectmen's Comments change "thought" to "though" and under "New Business" David advised that he had received a memorandum concerning the visit of Dan Sullivan rather than a telephone call. The motion passed unanimously.

SELECTMEN'S COMMENTS: Rita advised that she has taken part in the evaluation of several architectural firms who submitted proposals to design the new Woolwich Central School. She said the preliminary designs were excellent. David said that the annual Tree Lighting and Yule Sing sponsored by the Recreation Committee and the Historical Society on December 3rd was outstanding.

PUBLIC COMMENTS: Dan Skillin said that the notice send by the Sagadahoc Emergency Management Agency was a hoax.

ROAD COMMISSIONER'S REPORT: Jack Shaw reported that the turnaround on the Temple Road was nearly impassible due to encroachment and would cause trouble for Pine Tree Waste, school buses and emergency vehicles. CEO Ken Desmond will look into the matter. The Selectmen also authorized Jack to dispose of the scrap expansion tank in the Town Office basement.

CEO/FIRE CHIEF'S REPORT: CEO/Fire Chief Ken Desmond said that six building permits were issued in November and the total number of new home permits for the year to date was twenty-two. Ken reported two fire calls since the last selectmen's meeting. Ken also reported on the "Last Call" for former firefighter Brad Gallagher. Ken also advised that the lock down drill at Woolwich Central School was well done. Ken agreed that Jack Shaw could dispose of the old cooler and metal tank in the basement. Ken also agreed to dispose of the obsolete stretchers in the basement. David suggested that the boiler room could be reused as a meeting space after removal of the junk. Dale questioned whether a below grade space could be used for that purpose.

Ken spoke of the need to replace the existing water motor gong. Motion by Todd, seconded by Dale, to accept the attached proposal by Eastern Sprinkler Services Incorporated (ESSI) not to exceed quotation of $570.00 to accomplish the fire sprinkler system riser motor gong work. The motion passed unanimously. Ken also advised that the town no longer needed the excess capacity of our current air compressor. Motion by Rita, seconded by Dale, to accept the attached ESSI not to exceed quotation of $977.00 to install a smaller capacity air compressor. The motion failed on a 1-4 vote. Todd volunteered to undertake any necessary plumbing work on the current air compressor.

LOCAL HEALTH OFFICER'S REPORT: Jack Albis spoke on the future potential of a pandemic flu and that the Town should prepare for the possibility. He recommended that the Town purchase a quantity of respirators and nitrile gloves. He advised that Bath Iron Works Corporation had already purchased a quantity of the items. David asked Phil to obtain a sample of the BIW items so that he could check on cost/availability.

OLD BUSINESS:

a. School Building Committee Vacancy: The Selectmen noted the resignation of Phil from the School Building Committee and, by consensus, appointed Rita to take his place.

NEW BUSINESS:

a. Certificate of Abatement: Motion by Todd, seconded by Rita, to approve the attached Certificate of Abatement for the property located at Map R-01, Lot 005 consistent with the decision of the Sagadahoc County Commissioners. The motion passed unanimously.

b. Holiday Schedule: Motion by Todd, seconded by Rita, to approve the attached Town of Woolwich Holiday Schedule for 2007. The motion passed unanimously.
