April 24, 2006


ATTENDANCE: Dale Chadbourne, David King, Todd McPhee, Phillip Skillin and Rita Sturtevant

PLEDGE OF ALLEGIANCE: Prior to the beginning of the regular Selectmen's Meeting, the Town Administrator, Lloyd Coombs, led the audience in the Pledge of Allegiance to the flag of our country.

LAWN MOWING BID OPENING: Lawn mowing bids were received from the following applicants:

LAWN MOWING CONTRACT AWARD: Motion by Dale, seconded by Rita, to award the lawn mowing contract for 2006 to C.B.'s Lawn Care at a per mowing price of $240.00. By consensus, the Selectmen agreed that B&B Lawn Care should receive consideration in light of the closeness of the bids and B&B's excellent performance in the past. The motion failed on a 0-5 vote. Motion by Phillip, seconded by Rita, to award the lawn mowing contract to B&B Lawn Care at a per mowing price of $250.00. The motion passed unanimously.

PREVIOUS MEETINGS' MINUTES: Motion by Dale, seconded by Rita, to approve the minutes of the Selectmen's Meetings of April 10, 12 & 19, 2006 as printed. The motion passed unanimously.

SELECTMEN'S COMMENTS: Todd reported that he took part in a county budget hearing. Todd also reported that he and Lloyd had inspected the new state furnished docks. Although they are not a perfect fit, Todd said that they could be adapted to be functional. Rita said that Sheriff Mark Westrum was concerned that he was not being notified about meetings with MDOT regarding Route 1 safety issues. Lloyd said that MDOT was to notify the Sheriff's Department but that in the future he would also notify the Sheriff's Department about such meetings. The Selectmen asked Lloyd to invite Sheriff Westrum to the next Selectmen's Meeting.

PUBLIC COMMENTS: Diane Longley said that the Woolwich Wheelers did a good job in their roadside pickups last weekend.

ROAD COMMISSIONER'S REPORT: Rita advised Jack that wood was building up at the opening to the large culvert under the Dana Mill Road. Jack said that he was aware of the situation and that it would be difficult to remove the wood. He will keep an eye on it.

CEO/FIRE CHIEF'S REPORT: Lloyd said that Ken was away at training this week but that he had reported the issuance of three building permits since the last Selectmen's Meeting. There was not any Fire Department report.

HEALTH OFFICER'S REPORT: Health Officer Jack Albis requested authority to purchase a radio to ensure coverage tied into the Sheriff's Department and Codes/Fire Department during Health Officer activities. Lloyd said that Ken Desmond estimated the radio's cost to be approximately $400.00. Motion by Phillip, seconded by Dale, to authorize the purchase of such a radio from WEMA funds for the Health Officer. The motion passed on a 4-1 vote.

OLD BUSINESS: None

NEW BUSINESS:

a. Proposed School Loan Forgiveness Grant: Lloyd advised that it was likely that the town would receive a School Loan Forgiveness Grant of approximately $19,314.00 in connection with the replacement of the WCS boiler. By consensus, the Selectmen to support the grant provided that the funding be re-deposited into the School Reserve Fund.

b. Appointment of Tax Collector/Treasurer: Motion by Dale, seconded by Rita, to appoint Lynette R. Eastman as Tax Collector/Treasurer for the Town of Woolwich effective 4:00 p.m. Wednesday, April 26, 2006. The motion passed unanimously.

c. Committee Appointments: Motion by Dale, seconded by Phillip, to make three year committee appointments for the citizens listed on the attachment.

d. Consideration of Abatement Applications:

(1) Motion by Dale, seconded by Rita, to approve a $47,400.00 corrective abatement to HUD and a supplemental bill in the same amount to Nancy J. Curtis for the property located at Map R-11, Lot 022F. The motion passed unanimously.

(2) Motion by Todd, seconded by Phillip, to approve the abatement application of George W. Greenlaw for the property located at Map R-01, Lot 010. The motion failed on a 0-5 vote.

(3) Motion by Phillip, seconded by Rita, to table the abatement application of Donald & Roberta Lipfert for the property located at Map R-13, Lots 003 & 004 for two weeks pending receipt of clarifying information from the Assessing Agent. The motion passed unanimously.

(4) Motion by Todd, seconded by Rita, to grant an abatement in the amount of $303,500.00 to Maine Yankee Atomic Power Company for the property located at Map R-09, Lot 029. The motion passed unanimously.

(5) Motion by Todd, seconded by Dale, to grant an abatement in the amount of $419,000.00 to R&G Rental for the property located at Map U-07, Lot 001-B. The motion failed on a 0-5 vote.

(6) Motion by Todd, seconded by Rita, to grant an abatement in the amount of $520,311.00 to Woolwich Real Estate for the property located at Map U-04, Lot 002-01. The motion failed on a 0-5 vote.

d. Miscellaneous: By consensus the Selectmen agreed:

(1) To cancel their meeting of July 3, 2006

(2) To hold their meeting of June 19, 2006 at the Old Town House

(3) To meet with the Tax Collector on Wednesday, April 26, 2006, at 4:00 p.m. to discharge her tax commitment.

(4) To have the Codes Enforcement Officer inspect Ed's Stuff to determine whether any codes are in violation and to have the Town Administrator ask MDOT whether any of Ed's Stuff is in the state's ROW.
