PLEDGE OF ALLEGIANCE: Prior to the beginning of the Special Town Meeting, the Moderator, Pamela Cahill, led the audience in the Pledge of Allegiance to the flag of our country.
PUBLIC HEARING ON RECOMMENDED PARTIAL CLOSURE OF MONTSWEAG CREEK FOR CONSERVATION: Paul Grover, Jr., a member of the Shellfish Conservation Committee, spoke in favor of the partial closure of Montsweag Creek from June 24 through November 15, 2006 for the conservation seeding of soft shell clams. No one else from the public spoke.
CONSIDERATION OF PARTIAL CLOSURE OF MONTSWEAG CREEK FOR CONSERVATION: Motion by Phillip, seconded by Todd, to approve a partial closure of Montsweag Creek from June 24, through November 15, 2006 for conservation as shown on the attached Closure Notice. The motion passed on a 4-1 vote. On recommendation of the Shellfish Conservation Committee, Phillip motioned and Rita seconded the ending of the closure of Montsweag Bay that was previously scheduled to end on June 25, 2006. The motion passed unanimously.
PREVIOUS MEETING'S MINUTES: Motion by Phillip, seconded by Rita, to approve the minutes of the Selectmen's Meeting of June 5, 2006 as printed. The motion passed unanimously.
SELECTMEN'S COMMENTS: Todd reported that he had been working on the Town Clock. Todd also reported that he is working to establish a fuel co-op for the coming heating year.
PUBLIC COMMENTS: Health Officer Jack Albis recommended that all Woolwich residents be aware of the possibility of a pandemic flu outbreak in the near future. Debbie Locke, President of the Historical Society, advised that refreshments were available.
ROAD COMMISSIONER'S REPORT: A resident of MacKenzie Lane advised that the recently installed speed limit signs seemed to slow traffic down.
CEO/FIRE CHIEF'S REPORT: CEO/Fire Chief Ken Desmond reported that he had issued six building permits since the last Selectmen's Meeting. Ken also advised that there had been three fire calls during that same period. He also said that the Eagle Scouts had done an exceptional job in sealing the north wall of the Fire Station.
OLD BUSINESS: None.
NEW BUSINESS:
a. Tax Lien Foreclosure: Motion by Rita, seconded by Dale, to execute the necessary documents to enable the Town to assume ownership of the property located at Map R12, Lot 30 as a result of a tax lien foreclosure. The motion passed unanimously.
b. Approval of Veterans Exemption Application: Motion by Todd, seconded by Phillip, to approve the Veterans Exemption Application of Richard H. Willard. The motion passed unanimously.
c. Municipal Appointments: Motion by Todd, seconded by Dale, to make the following one year appointments:

d. Policy on Treasurer's Disbursement Warrants for Employee Wages and Benefits: Motion by Todd, seconded by Dale, to renew the Policy on Treasurer's Disbursement Warrants for Employee Wages and Benefits. The motion passed unanimously.
e. Municipal Officers' Policy on Disbursement of Municipal Education Costs: Motion by Todd, seconded by Dale, to renew the Municipal Officers' Policy on Disbursement of Municipal education Costs. The motion passed unanimously.
f. Route 1 Traffic Calming Proposals: By consensus, the Selectmen and the Road Committee agreed on the MDOT proposed Route 1 Traffic Calming Initiatives described in the attached MDOT letter dated June 15, 2006. Lloyd is to respond to MDOT in the affirmative but to specify that the right lane turning proposal is considered to be too radical.
g. School repairs Commitment Requirements: Motion by Dale, seconded by Phillip, to authorize the borrowing of up to $187,000.00 for certain school repairs and to authorize the Town Administrator Lloyd Coombs to execute the promissory note on behalf of the town. The motion passed unanimously.
