PLEDGE OF ALLEGIANCE: Prior to the beginning of the regular Selectmen's Meeting, the Town Administrator, Lloyd Coombs, led the audience in the Pledge of Allegiance to the flag of our country.
PUBLIC HEARING ON RECOMMENDED PARTIAL CLOSURE OF MONTSWEAG BAY FOR CONSERVATION: Steve Goodenow, Chairman of the Shellfish Conservation Committee, spoke in favor of the partial closure of Montsweag Bay from June 5 to December 15, 2006 for the conservation seeding of soft shell clams. No one else from the public spoke.
CONSIDERATION OF PARTIAL CLOSURE OF MONTSWEAG BAY FOR CONSERVATION: Motion by Todd, seconded by Dale, to approve a partial closure of Montsweag Bay from June 5, to December 15, 2006 for conservation as shown on the attached Closure Notice. The motion passed unanimously.
PREVIOUS MEETING'S MINUTES: Motion by Dale, seconded by Rita, to approve the minutes of the Selectmen's Meeting of May 22, 2006 as printed. The motion passed unanimously.
SELECTMEN'S COMMENTS: Todd reported that he had installed the boat landing floats at Nequasset Park. Phillip spoke about the recent Crime Watch Committee meeting. He also spoke about the recent pandemic flu briefing that he attended with the Fire Chief and the Health Officer.
PUBLIC COMMENTS: None
ROAD COMMISSIONER'S REPORT: Lloyd reported that a Mr. Lawton of the Sasanoa Road called to offer his thanks to the Road Commissioner for his excellent service to the Town of Woolwich.
PANDEMIC FLU DISEASE BRIEFING: Ken Desmond reported on the pandemic flu disease briefing that he attended recently with the Health Officer and Selectmen Phillip Skillin. Ken will attend a more comprehensive briefing in Bangor on June 6, 2006.
CEO/FIRE CHIEF'S REPORT: CEO/Fire Chief Ken Desmond reported that he had issued twelve building permits in the month of May 2006. Ken also reported that a Woolwich Life Scout, Ben Malcolm, has chosen the rehabilitation of the north interior wall of the Fire Station as his Eagle Scout Community Project and is doing a wonderful job.
OLD BUSINESS:
a. Potential Purchase of ATV Type Fire Vehicle: Fire Captain Glen Kirkpatrick reported on the proposed ATV type fire vehicle that will be considered at a Special Town Meeting on June 19, 2006. He recommended that the Selectmen seek approval to appropriate up to $10,100.00 from the Fire Truck Reserve Account. Glen also reported that the proposed ATV type vehicle will not fit on the present trailer. The consensus of the Selectmen was that the trailer should be traded in. Lloyd said that previously the Fire Department had advised that they would be raising part of the money. Motion by Rita, seconded by Dale, to schedule a Special Town Meeting on June 19, 2006 to consider appropriating $9,600.00 from the Fire Truck Reserve Fund to competitively purchase an ATV type fire vehicle. The motion passed 4-1. It was also the consensus of the Selectmen to include a second article to consider raising and appropriating $1,200.00 as compensation for the WEMA Director. That article would also consider an amendment to the Woolwich Emergency Management Ordinance that would require monthly reports by the WEMA Director to the Selectmen.
b. Kennebec Tidal Energy Hydroelectric Project: Michael Hoover, Senior Regulatory Specialist, a Woolwich resident, spoke on the Kennebec Tidal Energy Hydroelectric Project. At present, the filing by Maine Tidal Energy Company is for "placeholder status" which gives them three years to explore the feasibility of the project. He recommended that the Town of Woolwich file as an intervenor. The Selectmen concurred. Lloyd will draft an intervenor letter to the Federal Energy Regulatory Commission.
NEW BUSINESS:
a. Proposed Contract with the Assessing Agent: Motion by Dale, seconded by Rita, to contract with Juanita Wilson Hennessey at a price of $17,400.00 to provide assessing services to the Town of Woolwich for the period of July 1, 2006 through June 30, 2007. The motion passed unanimously.
b. Appointment of Warden and Deputy Warden: Motion by Phillip, seconded by Todd, to appoint Lynette Eastman as Warden and Lloyd Coombs as Deputy Warden for the June 13, 2006 Election. The motion passed unanimously.
c. Early Closure of Town Office on June 30, 2006: Lloyd recommended that the Town Office close at 2:00 p.m. on Friday, June 30, 2006, in order to allow Staff the time to complete end of year accounting procedures. The motion passed unanimously.
d. Goose Cove Common Area Abatement Denial Revisited: The Selectmen reaffirmed their denial of the abatement application for the Goose Cove Common Area. Lloyd will advise the Town Attorney.
e. Fourth of July Solid Waste Pick Up Schedule: Lloyd advised that the pick up schedule for Pine Tree Waste, Inc. on Fourth of July week will be pushed back one day because of the holiday coming on Tuesday.
