Woolwich Town Office - January 18, 2000

PREVIOUS MEETING'S MINUTES: Motion by David, seconded by Rita, to approve the minutes of the January 3, 2000 Selectmen's Meeting as printed. Passed unanimously.
ROAD COMMISSIONER'S REPORT: The Road Commissioner was ill and no report was given.
FIRE CHIEF'S REPORT: Deputy Chief Dan Skillin reported that Chief Saunders is ill with pneumonia. Dan advised that several pieces of equipment were out of commission recently but that all equipment is now operational. He further advised that he will be writing up a requirement for a new brush truck. The Selectmen scheduled a budget workshop with the Fire Department for January 31, 2000 at 5:00 p.m. The Selectmen also concurred with Dan's recommendation to invest an additional $10,000 from the PEAS Account into a one year Certificate of Deposit.
OLD BUSINESS:
Dangerous Buildings: Lloyd reported that the building located at Map R-06, Lot 12E-1, owned by Cherylee Pierce Washburn, had been removed. Lloyd also advised that Jason Fickett had not signed the Consent to Removal agreement for the building located on his property at Map R-05, Lot 98. Lloyd has contacted Mr. Fickett's attorney to determine the reason. Lloyd recommended that the Selectmen initiate legal proceedings against Mr. Fickett if he does not sign the agreement by the Selectmen's Meeting on January 31, 2000.
NEW BUSINESS:
ROW Survey Update: Arlene Whitney presented the attached final Report on Town Rights of Ways. With respect to the Town Landing at Montsweag, she recommended that the deed be located and that the land be surveyed. The Selectmen concurred with her recommendations. Arlene and Diane will continue to search for the deed in the Town Office vault.
Old Town House Project Fundraising: Ann Pierson, President of the Woolwich Historical Society, advised that her organization would not be able to lead a fund raising effort for the Old Town House roof repair. She recommended that canisters be placed around town to collect funds for that project. She also advised that members of her organization would be available to serve on a Historic Preservation Committee that would establish estimates for maintenance of historic town buildings. She further advised that Debbie Locke has indicated a willingness to serve on the committee. Ann will provide that names of additional potential committee members. Crispin advised that the Selectmen will be placing a warrant article before the town at the May Town Meeting to raise and appropriate $6,500 and to appropriate the $2,500 raised this year for the roof repair.
Snowplowing Contracts
Award: Motion by David, seconded
by Todd, to award the snowplowing contracts for 2000-2005 to the
following low bidders: Five Year Total Contract A - Jack A. Shaw &
Sons, Inc. $275,000.00 Contract B - Dave's
Dirtworks 195,605.00 Contract C -
Landcrafters 227,500.00 Contract D - Dick Holbrook &
Sons 258,000.00 Contract E - Dick Holbrook &
Sons 21,000.00
Passed unanimously.
OTHER BUSINESS:
Office Maintenance Proposal: Motion by David, seconded by Rita, to accept the undated proposal of A+Cleaning Services of 5 Liberty Street, Bath, Maine under the following conditions:
Maintenance will be on a biweekly basis
at $45.00 per cleaning.
Maintenance will be accomplished on Thursdays during regular office
hours.
Heavy duty cleaning will be accomplished annually at $315.00 per
cleaning.
Heavy duty cleaning will be accomplished on a Saturday during the
Spring.
The Town of Woolwich will reimburse A+Cleaning Services for procuring
a suitable, town-owned vacuum cleaner at a cost not to exceed
$300.00.
The Town of Woolwich will reimburse A+Cleaning Services for procuring
the necessary cleaning agents for the biweekly and annual
cleanings.
Passed unanimously. Funding for the remainder of this fiscal year will be from the Contingency Account.
CODES ENFORCEMENT OFFICER'S REPORT: CEO Bill Longley advised that his volume of work for 1999 was not substantially different from the previous year except for commercial which increased from one the previous year to five last year. There was an increase of $1,600 in fee revenue with total fees at approximately $11,000. Bill further advised that he has developed a revised building permit form. Bill also advised that he has received a letter from a nearby resident of Phillip Baker. The letter asserted that Mr. Baker was engaging in illegal automobile repair at his George Wright Road home and requested that Bill drive by the property three times a week. Bill reported that he does not plan to drive by three times a week, but did drive by the property and did not observe any illegal activity.
