SELECTMEN'S MEETING MINUTES

Woolwich Town Office - October 25, 1999

6:00 p.m.


ATTENDANCE: Dale Chadbourne, David King, Rick Snell and Rita Sturtevant

GENERAL ASSISTANCE ORDINANCE PUBLIC HEARING: A public hearing was held to receive comments on proposed changes to Appendixes A, B and C of the Town of Woolwich General Assistance Ordinance. No comments were received.

PREVIOUS MEETING'S MINUTES: Motion by Rita, seconded by Dale, to approve the minutes of the October 12, 1999 Selectmen's Meeting as printed. Passed unanimously.

ROAD COMMISSIONER'S REPORT: Jack Shaw reported that there were no known current problems with the town roads.

FIRE CHIEF'S REPORT: Wayne Saunders reported that the department has responded to four calls since the last Selectmen's meeting. The total for the year is about one month ahead of last year. Wayne reported that he has traffic and safety concerns regarding the recycling area on the north side of the Fire Station. One problem concerns the location of the Woolwich PTC bottle building. The other is a traffic/safety concern that occurs while residents are trying to access the recycling area at the same time that firefighters are responding to a fire call. Neil LaRochelle, Sr., a member of the Solid Waste Committee, agreed to take these concerns back to his committee. Wayne also reported that he is planning to get two or three estimates for replacement windows in the fire station.

OLD BUSINESS:

a. Pedestrian Underpass Winter Maintenance: The Selectmen requested Lloyd to invite Dick Holbrook to the next meeting to convey his discussion with Phil Pinkham concerning the pedestrian underpass winter maintenance.

NEW BUSINESS:

a. General Assistance Ordinance Changes: Motion by Rita, seconded by Rick, to adopt the revised Appendixes A, B and C as recommended by the Maine Municipal Association letter of September 24, 1999. Passed unanimously.

b. Municipal Septic Tank Cleaning: David King stated that he had concerns regarding the municipal building's septic system as his inquires indicated that the tank had never been pumped since installation in 1980. The exact location of the tank is unknown. Lloyd Coombs advised that he had contacted Sylvia Carlton who was Chairman of the Board of Selectmen when the building was constructed. She said that the tank was located between the trees at the south end of the parking lot. The Selectmen requested Jack Shaw to try to locate the tank.

c. Warden Election Schedule: The Selectmen agreed to the following Warden schedule for the November 2, 1999 election:

Crispin - 9:00 a.m. to 1:00 p.m.

Dale - 1:00 p.m. to 5:00 p.m.

David - 5:00 p.m. to closing

d. Animal Control Issues: Rick reported that he had received a phone call from Tanya Bowman concerning a dog problem. She advised him that she had tried to contact the Animal Control Officer (ACO) but had not received any response. David also reported that he had difficulty getting the ACO to respond to pager or telephone inquires. The Selectmen requested Lloyd to ask the ACO to come to anexecutive session of their next meeting to discuss these problems.

OTHER BUSINESS: None

CODES ENFORCEMENT OFFICER'S REPORT: Bill Longley advised that he had issued a building permit to Gary Harvey for a new garage. Bill has now been advised that a person wants to occupy the garage. Tree growth may be an issue. Bill requested the Selectmen to advise whether the building is located in a tree growth area or whether it is part of the original five acres where Mr. Harvey's present home is located. Crispin will be consulted when he returns.
