SELECTMEN'S MEETING MINUTES

Woolwich Town Office - November 8, 1999

5:30 p.m.


ATTENDANCE: Dale Chadbourne, Crispin Connery, David King, Rick Snell and Rita Sturtevant

EXECUTIVE SESSION: Motion by David, seconded by Rita, to go into Executive Session to discuss a personnel matter. Passed unanimously. Motion by David, seconded by Rita, at 6:08 p.m., to come out of Executive Session. Passed unanimously. No public business was transacted during the Executive Session.

ANIMAL CONTROL OFFICER: At the request of Gil Thomas, a motion was made by David, seconded by Rita, to authorize an expenditure for material to construct five animal cages, to installed a dedicated phone line with voice mail in the Town Office and to procure an updated pager for the ACO. Passed unanimously.

PREVIOUS MEETING'S MINUTES: Motion by David, seconded by Rita, to approve the minutes of the October 25, 1999 Selectmen's Meeting as printed. Passed unanimously.

ROAD COMMISSIONER'S REPORT: Jack Shaw reported that there were no known current problems with the town roads.

FIRE CHIEF'S REPORT: Dan Skillin, Deputy Chief, reported that there have been two calls since the last Selectmen's Meeting - one smoke check on MacKenzie Lane and wires down at Knight's Farm on the River Road. He did not know of any other concerns.

OLD BUSINESS:

Pedestrian Underpass Winter Maintenance: Crispin said that Phil Pinkham, MDOT Project Engineer, had advised that the underpass would not be open to the public during the upcoming winter season. Jack Shaw advised that the snow removal contractor for the next season would probably require a front end loader with sand to keep the area passable. The Selectmen decided to wait until next spring to draw up a snow removable contract for the underpass. Bob Meade stated that the underpass construction site was dangerous because there were not any warning lights or signs. The Selectmen asked Jack and Lloyd to call Phil Pinkham tomorrow to express the Town's concern.

New Snowplowing Contracts: The Selectmen decided that the bidding period for the new snowplowing contracts would be from December 17, 1999 to January 18, 2000. The specifications will be mailed to the current contractors and will be advertised in the Times-Record.

NEW BUSINESS:

a. Robert Allen Disclosure Process: Due to lack of equity in the property and upon recommendation of the town attorney, a motion was made by David and seconded by Rita to cancel the disclosure process on the Milt Carlton Road property of Robert Allen. Passed unanimously.

b. Planning Board Impact Fees: In response to a memo from Buzz Sawhill concerning impact fees, the Selectmen asked Lloyd to notify Alan Greene to contact either Merrymeeting Council of Governments or the Greater Portland Council of Government to ask for the necessary ordinance writing assistance.

Maine Tort Claims Act Liability: Crispin reported that the Maine Tort Claims Act had recently been increased from $300,000 to $400,000 and the Maine Municipal Association had recommended that the various towns review their snowplowing contracts to determine whether to request the contractors to increase their coverage. Lloyd reported that he had contacted the Harrington Agency and that they advised that the increase in the yearly premium for a contractor would be approximately $1,000. By consensus, the Selectmen agreed to keep the $300,000 liability in the present contracts.

OTHER BUSINESS: Rick advised that the Selectmen that they should appoint a person to take his place on the Woolwich School Building Committee before the end of the year. The Selectmen agreed on the need for the replacement appointment.
