PREVIOUS MEETING MINUTES: Motion by David, seconded by Dale, to accept the minutes of the January 4, 1999 meeting as printed. Passed unanimously.
ROAD COMMISSIONER'S REPORT: Jack Shaw advised that he has freely provided small amounts of sand to town residents as a courtesy. He further reported that some people come expecting to fill pickups for commercial use. That is not permitted. Despite the severe weather this past weekend, Lloyd reported that no complaints had been received in the Town Office concerning the condition of the roads. Jack reported that a question had a risen about winter blocking of the road near the Charles Leveroni property on the Barley Neck Road. The road is not plowed beyond the property and Mr. Leveroni wants the road blocked as Mike Stacy did in the past. Wayne Saunders, Fire Chief, recommended that the road not be blocked in order to enhance access in the event of a fire. The Selectmen advised Jack that the road should not be blocked. Jack will advise David Brodeur, the present snowplow contractor for the Barley Neck Road, of this decision. Jack also advised the Selectmen that some private contractors and others were leaving snow in the town roadways and creating a hazard. Lloyd will provide a notice to Channel 12 on that subject. Wayne Saunders reported that some out-of-town school buses were seen crossing the Nequasset Road Bridge.
FIRE CHIEF'S REPORT: Wayne reported that there had been four calls since the last Selectmen's meeting &endash; two house assists and two motor vehicles. Wayne also reported that Dan Skillin, Mark Westrum and he spoke against the regional communication proposal at a recent meeting of that group. Wayne believes that the Sagadahoc County Commissioners may have tabled the proposal. Wayne advised that a Sagadahoc/Bath combination would make more sense. He also reported that the First Responders had answered 136 calls from January 1998 to November 1st 1998. In the near future, the Fire Department will be presenting a lifetime membership plaque to Arthur Youland. Dan Skillin requested that the town counsel be contacted for advice on Fire Department hiring practices. David King suggested that we request the advice from Legal Services at the Maine Municipal Association. Lloyd will contact MMA with a request for advice on Fire Department hiring practices. Dan also asked whether the Town had looked into fees on subdividers to cover the impact on the town. The Selectmen advised Dan that the Planning Board had responsibility for making such recommendations to the Town. Crispin encouraged the Fire Department to provide such input into the comprehensive planning process.
WORKERS' COMPENSATION REPORTING POLICY: Lloyd advised that a $100.00 fine will be levied against the town if its First Report of Injury is late. Motion by David, seconded by Rick, that any such fine will be accessed against the employing department -- fire, school or municipal. Passed unanimously. Lloyd will advise the other departments of this policy.
CODES ENFORCEMENT OFFICER'S REPORT: Bill Longley recommended that the Planning Ordinance be amended to increase fees so as to cover more of the CEO costs. Bill will provide specific recommendations at the next Selectmen's Meeting. Bill also advised that a communications tower may be built in Woolwich in the general purpose zone. Bill does not think that there is a requirement for a permit in the ordinance. Bill also advised that there will be a public hearing on January 25th for the Sewall subdivision. He also advised that a taxi business has been proposed for Bill Kelley's Middle Road property. Bill reported that he had advised the applicant of the impending foreclosure on the property. Bill will inspect the abandoned trailer near Judy Stevens' house on the Middle Road.
COMPREHENSIVE PLANNING FACILITATOR: David King, Chairman of the Facilitation Review Subcommittee, advised that the subcommittee had voted unanimously to recommend the appointment of Rob Neal, President of New Directions, as the facilitator of the comprehensive planning process. Motion by David, seconded by Dale to appoint Rob Neal. Passed unanimously. Lloyd will advise Mr. Neal and the other applicants. Motion by David, seconded by Dale, to compensate Mr. Neal at the rate of twenty-five cents per mile. Passed unanimously.
OTHER BUSINESS: Lloyd reported that he had been advised by Senator Mary Small that the public hearing on the naming of the Sagadahoc Bridge would be held on Monday, February 1, 1999, at 1:30 p.m. in the Transportation Committee Room.
The Selectmen scheduled a Budget Workshop for Monday, February 1, 1999, at 4:30 p.m.
