PREVIOUS MEETING'S MINUTES: Motion by David, seconded by Rick, to approve the minutes of the December 6, 1999 Selectmen's Meeting as printed. Passed unanimously.
ROAD COMMISSIONER'S REPORT: Jack Shaw advised that there were no known concerns regarding the town's roads. David King, a member of the Wiscasset Bypass Study Committee, reported that the committee is now meeting on the first Wednesday of each month and that the study is projected to take up to two years.
FIRE CHIEF'S REPORT: Chief Wayne Saunders advised that, to the best of his knowledge, all of the town's fire and safety equipment was Y2K compliant. Wayne also advised that Jack Shaw can provide motor fuel to the fire department in the event of an emergency. A full crew will be on duty at the Fire Station from 9:00 p.m. to 3:00 a.m. on New Year's Eve to respond to any emergency. Firefighters can be toned out on portable radios if necessary. Wayne will be providing a portable radio to Crispin for New Year's Eve monitoring. Wayne reported that there have been seven calls since the last Selectmen's meeting - a total of 127 to date. This is about ten days behind last year.
OLD BUSINESS:
a. Nequasset Evacuation/Disaster Plan: Rick Snell advised that Jim Mitchell of the Sagadahoc Emergency Management Agency would be shepherding the Nequasset Evacuation Plan through its final stages.
b. Conservation of Town Records: Lloyd reported that Bill Stewart of Brown River Binery was at the Town Office on December 1, 1999 and surveyed the town records in the vault. Dawn Lilly was also present. Mr. Stewart will be sending his recommendations in about ten days.
c. Disposition of Property: Lloyd advised that Jason Fickett had been served with a legal notice of the condemnation of his mobile home on the Meadow Road. Mr. Fickett has also been sent a Consent to Removal Agreement for the mobile home but no response has been received. Lloyd also advised that a letter had been send to Cherylee Pierce Washburn requesting that the partially demolished mobile home on the Middle Road be removed by January 15, 2000. The letter further advised that legal action would commence if the removal was not completed by that date. No response has been received.
d. Cable TV Franchise: Roger Baffer discussed the comments and recommendations contained in the attached letter of Eliot Field dated December 7, 1999. Roger recommended that the proposed agreement be modified to reflect those comments and recommendations and, in addition, that the nine month grace period contained in Section 9.6 be deleted. Motion by David, seconded by Rita, to modify the agreement accordingly. Passed unanimously. Roger will provide a disk update with all of the substantive changes and Lloyd will incorporate the remaining changes.
NEW BUSINESS:
a. Municipal Budget Schedule:

May 1, 2000 - Municipal budget public hearing @ 5:00 p.m. at Town
Office
May 3, 2000 - Last day to post school/municipal warrant
May 4, 2000 - "On the Road with the Budget" @ Day's Ferry Church
May 10, 2000 - School budget presentation/approval
May 11, 2000 - Municipal budget presentation/approval
b. Old Town House Roof Repairs: David noted that Sagadahoc Preservation, Inc. had advised that they were unable to take on the responsibility of raising the funds to re-shingle the roof of the Old Town House, but they did offer to provide fund raising information. David also noted that it would be inappropriate for the Town Office to conduct such a campaign but that the Woolwich Historical Society might be willing to accept this responsibility. David asked Lloyd to send a letter to the Society President, Ann Pierson, to determine their willingness to conduct the campaign.
OTHER BUSINESS:
a.Tax Collector's Hours: The Selectmen noted that the Tax Collector's Office was closed on Wednesday, December 1, 1999, due to illness. The Selectmen decided that, in the future, whenever this occurs, the Tax Collector's Office will be open on the next business day from 9:00 a.m. to 1:00 p.m.
b. Selectman's Service: This was the last regular Selectmen's Meeting for Rick Snell. Crispin thanked him for his three years of service to the Town of Woolwich.
CODES ENFORCEMENT OFFICER'S REPORT: The Codes Enforcement Officer was not present and no report was given.
ADJOURNMENT: Motion by Rick, seconded by consensus, to adjourn at 6:20 p.m. Passed unanimously.
