Woolwich Town Office - Monday, December 21, 1998

WORKSHOPS SYNOPSES:

• The consensus of the Woolwich citizens/tax payers regarding the new bridge approach was as follows:

An extended construction schedule would be acceptable from 8:00 p.m. to 6:00 a.m.

on Sunday through Thursday nights. Since only one-way traffic is planned for those

periods, the approach should be left wide enough for emergency vehicles to pass.

Drilling and blasting only during daylight hours from 6:00 a.m. to 6:00 p.m.

There should be a monetary incentive for early completion.

There needs to be two-way communication between Lincoln & Sagadahoc Sheriff's

Departments for emergency services.

Wide loads should be diverted to other routes.

Other traffic should also be diverted.

There needs to be better coordination of the opening of the Carlton Bridge draw.

MEETING SYNOPSIS:

ATTENDANCE: Dale Chadbourne, Crispin Connery, David King, Richard Snell and

PREVIOUS MEETINGS MINUTES: Motion by David, seconded by Rita, to accept the minutes of the December 7, 1998 and December 10, 1998 meetings as printed. Motion by Rick, seconded by David, to amend the main motion by changing the contact reference in the December 7, 1998 Road Commissioner's Report from Jack Shaw to Rick Snell. Passed unanimously. Motion by David, seconded by Rick, to approve the main motion, as amended. Passed unanimously.

ROAD COMMISSIONER'S REPORT: The Road Commissioner was not present and a report was not given as he was preparing for a potential ice storm this evening.

FIRE CHIEF'S REPORT: Wayne Saunders reported that there have been nine calls since the last Selectmen's Meeting &endash; seven motor vehicles, one mutual aid/false alarm and one structure fire on the Brushwood Road. There have been 134 calls this year &endash; essentially the same number as last year at this time. Wayne reported that Rescue II is back on line after repairs that cost approximately $1,000.00 to correct a short circuit. Wayne advised that Firefighter Glen Kirkpatrick sustained a head laceration that required eight stitches at a recent mutual aid fire. Dan Skillin advised that he is trying to schedule a "hands on" training session on the new emergency generator for the first Wednesday of next month. Lloyd advised that the invoice for the generator was expected shortly. The consensus of the Selectmen, Wayne and Dan was that it should be paid when received. David inquired concerning maintenance of the generator. Dan will discuss a maintenance agreement with the vendor. Wayne advised that the Nequasset Trailblazer Snowmobile Club had donated a rescue sled to the fire department. Wayne also advised that the Georgetown and Arrowsic Fire Department have no use for the surplus Engine 3. Motion by David, seconded by Rita, that the Fire Chief be authorized to donate the engine to any other organized fire department. Passed unanimously.

REGISTRAR OF VOTERS APPOINTMENT: Motion by David, seconded by Rita, to appoint Lloyd F. Coombs, Jr. to a two year term commencing January 1, 1999. Passed unanimously.

FACILITATOR PROPOSAL REVIEW COMMITTEE: Motion by Rick, seconded by Rita, to appoint David King, Dale Chadbourne, Clark Granger, Sue Whittaker, John Sawhill, Kathrine Wheeler and Bronda Niese to the facilitator proposal review committee &endash; with David serving as Chairman pro tem. Passed unanimously.

MUNICIPAL BUDGET SCHEDULE: The Selectmen established the following schedule for this year's budget presentation:

January 19, 1999 - Recommended budgets due from departments/committees

April 28, 1999 - "On the Road with the Budget" @ Woolwich Grange

May 3, 1999 - Municipal budget public hearing @ 5:00 p.m. at Town Office

May 5, 1999 - Last day to post school/municipal warrant

May 12, 1999 - School budget presentation/approval

May 13, 1999 - Municipal budget presentation/approval

CODES ENFORCEMENT OFFICER'S REPORT: Bill Longley reported that there has not been any contact by Bill Kelley concerning the civil judgement against him. Bill Longley noted that Kelly's Middle Road property is in the process of foreclosure but that he believes that the judgement runs with the property. Bill will check with Eliot Field to confirm. Bill also reports that several Woolwich residents had inquired concerning the state grant for septic funds but that he feels there is not much chance of getting any money. However, Bill will check on the feasibility of applying for the grant. Bill believes that there should be a town emergency septic fund in case a private system fails and the owner is unable to fund the repair. Bill will write an article for the town meeting warrant for such a fund with a budget of $10K-15K. Lloyd will check with Maine Municipal Association to see if there is any existing eligibility guidance for that type of fund. Crispin noted that there is a new house on the Old Stage Road that has a well that is no more than the length of a pick-up from the road. Crispin's concern is that sometime in the future the well could become contaminated from the runoff from the road. Bill will advise the property owner of this concern during the occupancy permit process. Rick advised Bill that there was a possibly dangerous mobile home near Judy Stevens' house. Bill will investigate the situation.

ANIMAL CONTROL: Rick Creamer, a Route 1 resident, reported that he is being disturbed by barking dogs on the adjacent properties owned by Dennis Baker and Tom MacDonald and to date has been unable to obtain resolution from the Animal Control Officer. Gil Thomas advised that he has been to the scene many times but has never heard any barking from the suspected dogs. Gil will contact Tom MacDonald and will send a letter to Dennis Baker on this matter. Gil will also give the Selectmen a list of recommended changes to the Animal Control Ordinance. Gil reported that the Wiscasset Animal Control Officer will be issuing a summons to Steve Howe concerning three cows that have, at times, been trespassing in Woolwich.

OTHER BUSINESS: Crispin suggested that future marketing of town owned property be done through a realtor. There was consensus among the Selectmen regarding that approach. The Selectmen requested Lloyd to contact Arlene Whitney concerning a right-of-way update at the next Selectmen's meeting. The oath of office for David King and Dale Chadbourne will be administered following adjournment of this meeting.
