SELECTMEN'S MEETING MINUTES

Woolwich Town Office - January 3, 2000

6:00 p.m.

ATTENDANCE: Dale Chadbourne, Crispin Connery, David King, Rita Sturtevant and Todd McPhee

OATHS OF OFFICE: The Selectman's, Assessor's and Overseer's of the Poor oaths of office were administered to Rita Sturtevant and Todd McPhee by Lloyd Coombs, Town Clerk.

ORGANIZATION: Motion by David, seconded by Rita, to nominate Crispin as Chairman for the ensuing year. There were no other nominations. Passed 3-0-1. Motion by Dale, seconded by Rita, to nominate David as Vice Chairman. There were no other nominations. Passed 3-0-1.

BYLAWS: Motion by David, seconded by Rita, to readopt the attached bylaws for the ensuing year. Passed unanimously. Link to Bylaws

PREVIOUS MEETING'S MINUTES: Motion by David, seconded by Rita, to approve the minutes of the December 20, 1999 Selectmen's Meeting as printed. Passed unanimously.

ROAD COMMISSIONER'S REPORT: The Road Commissioner's oath of office was administered to Jack Shaw by Lloyd Coombs, Town Clerk. Jack advised that, for the past several years, there has been an ice buildup at the curve in the Carlton Point Road adjacent to Steve Hammond's property. It is caused primarily from the removal of a culvert when the Bath Water District ran a line along side of the road. Jack has been sanding this spot pro bono. In order to correct the problem, and after discussions with Steve Hammond, Jack has ditched the road. The corrective action has cut off access to a parking area of Mr. Hammond and, as a result, additional work will be required next spring. At Jack's recommendation, the Selectmen concurred in the application of approximately 200 yards of gravel around the "neck" area of the Barley Neck Road.

FIRE CHIEF'S REPORT: Chief Wayne Saunders was ill and could not attend. Deputy Chief Dan Skillin reported that the department responded to 132 calls last year - three less than the previous year. There have been five calls this year - all automobile accidents. Dan reported that there were numerous accidents during the evening of January 1, 2000 - primarily on the Route 1 overpass near the Taste of Maine restaurant. In this respect, Dan advised that, because the MDOT sanding truck had not arrived, he had asked a Woolwich snowplowing contractor to spread sand/salt in the affected area and was refused. The Selectmen requested Lloyd to send a letter to all of our present snowplowing contractors asking them to comply with such requests to the best of their ability and to pay them for such efforts on a time and material basis. Lloyd will also issue an amendment to our snowplowing solicitation in this same respect. Dan also advised that, due to an unavailability of deputy sheriffs, fire department personnel had to direct traffic at these accidents. He said that it was not the fire department's responsibility to direct traffic and that Wayne would be discussing the issue with Sheriff Mark Westrum.

OLD BUSINESS: None.

NEW BUSINESS:

a. Personnel Evaluations: The Selectmen set a date of February 14, 2000 for the annual personnel evaluations.

OTHER BUSINESS:

a. School Building Committee: Crispin appointed Todd to be a member of the School Building Committee replacing Rick Snell.

b. Cash Receipts Policy: Motion by David, seconded by Rita, to adopt the attached Cash Receipts Policy. Passed unanimously.

c. Budget Workshop Schedule: The Selectmen decided to meet in a one hour workshop before each Selectmen's Meeting until the 2000-2001 budget is completed.

d. Sympathy Cards: Todd suggested that the Town should send a sympathy card to the next of kin upon the death of each Woolwich resident. Crispin requested Todd to obtain the cards and provide them to Lloyd for mailing.

e. Solid Waste Management: The Selectmen discussed the various options for next year's solid waste contract. They decided to schedule a meeting on January 18, 2000 at 5:00 p.m. with the Solid Waste Committee to get their recommendations. As a result, the budget workshop will be from 5:30 p.m. to 6:30 p.m. on that day and the Selectmen's Meeting will start at 6:30 p.m.

CODES ENFORCEMENT OFFICER'S REPORT: CEO Bill Longley advised that he would be providing a written report for 1999 activity at the next Selectmen's Meeting.
