SELECTMEN'S MEETING MINUTES

Woolwich Town Office - February 28, 2000

6:00 p.m.


ATTENDANCE: Dale Chadbourne, Crispin Connery, David King, Rita Sturtevant
and Todd McPhee

PREVIOUS MEETING'S MINUTES: Motion by David, seconded by Dale, to approve the minutes of the February 14, 2000 Selectmen's Meeting as printed. Passed unanimously.

ROAD COMMISSIONER'S REPORT:
Hall Road Parking: David Kloberdans of 20 Hall Road advised that on-street parking on that road across from his house was creating a dangerous situation with respect to the safe transit of emergency vehicles. According to Mr. Kloberdans such parking has reduced the road to one lane. The Selectmen asked Lloyd to notify the owners of the rental unit across from Mr. Kloberdans property of the situation by letter and to request them to advise their tenant of the need to park off of the road. Mr. Kloberdans is to notify the Selectmen if the situation does not improve.

Bike Path: The Selectmen determined that Route 1 was the only financially feasible place in Woolwich to have a bike path. Jack Shaw will respond to the bike path questionnaire from the Regional Transportation Advisory Committee, Region 5.

Jack reported that certain town roads were posted today restricting heavy loads. Jack also advised that he was dealing with several frozen culverts. In respond to a question by the Selectmen, Jack advised that it would be feasible to utilize the land adjacent to the Woolwich Central School parking area by installing a culvert and fill.

FIRE CHIEF'S REPORT: The Chief, Deputy Chiefs, Fire Commissioners and departmental personnel met earlier in the evening with the Selectmen at a budget workshop and will meet again in a workshop on March 6, 2000. Wayne reported that the department has responded to 30 calls this year.

OLD BUSINESS:

Municipal Building Maintenance: Todd McPhee reported that Ed Goud, a building contractor, has inspected the maintenance needs of the building and will be providing an estimate to correct the defects in the near future.

NEW BUSINESS:

Nequasset Park Shell Staging Area: Representatives of Hyde School met with the Selectmen to discuss the possible use of the park for a staging area for crewing practice. Practices would usually be from Monday-Thursday. They would involve two vans, one car, four 45' shells and two 12' aluminum "chase" boats. Details would have to be worked out concerning the storage of the boats overnight. Hyde may want to install an extension to the finger pier at their expense in order to facilitate launching the watercraft. Hyde will offer a stipend for the use of the park. The Selectmen expressed support for Hyde's request. Their representatives will contact the Town with further information.

Election Warden Schedule: The Selectmen will share the responsibility of Election Warden in the following order: Crispin, Rita, Dale, Todd and David.

Insurance Coverage: The Selectmen asked Lloyd to schedule an insurance workshop with representatives of Chapman & Drake on Monday, March 13, 2000 from 5:30 p.m. to 6:15 p.m.

CODES ENFORCEMENT OFFICER'S REPORT: Bill Longley reported that a public hearing and a vote by the Planning Board was planned as a result of Thomas Cumback's request for a Bed and Breakfast at 36 Salt Marsh Place. Bill also advised that Planning Board approval would be required for Laurie Bisson's request for a home occupation business in the shoreland zone. Bill further advised that he had been requested to leave the office tape recorder in a box in the front office for the use of the Comprehensive Plan Review Committee. Bill believes that the tape recorder could disappear if left in that manner. Bill will make the tape recorder available on an as needed basis if he receives a receipt signature and the tape recorder is brought back the next day.
