SELECTMEN'S MEETING MINUTES

Woolwich Town Office - Monday, March 1, 1999 

ATTENDANCE: Dale Chadbourne, Crispin Connery, David King, Richard Snell and Rita Sturtevant

PREVIOUS MEETING MINUTES: Motion by David, seconded by Rita, to accept the minutes of the February 16, 1999 meeting as printed. Passed unanimously.

ROAD COMMISSIONER'S REPORT: Jack Shaw reported that he had surveyed the residents of the George Wright Road concerning the use of that road for Route 1 traffic during the replacement of the culvert at the dike. All respondents favored that alternative as being more expedient. Jack recommended approval of that alternative subject to Clark Construction being responsible for the following conditions:

• Eastbound Route 1 thru traffic will detour onto and travel the entire length of the George Wright Road

• Westbound thru traffic will turn left at the Nequasset Road intersection and then right onto the George Wright Road for the remainder of the detour

• Striping of the George Wright Road

• Deputy Sheriff personnel at the four intersections during the period of construction

• 25 MPH signage on the George Wright Road and Route 1

• Construction period Saturday through Monday plus Tuesday if necessary

• Two week notification of construction commencement

Jack will get the input of Wayne Saunders with respect to the conditions and will contact Phil DeLeon of Clark Construction and advise him of the conditions. Jack will request that Clark Construction develop a traffic plan for submission to the Maine Department of Transportation for their review prior to being submitted to the Woolwich Board of Selectmen for final approval.

FIRE CHIEF'S REPORT: Wayne Saunders reported that there had been two automobile accident calls since the last Selectmen's meeting &endash; one of them was a two person fatality on Route 1. Wayne advised that the fire/emergency vehicles had a difficulty time egressing onto Route 1 in responding to that accident because of oncoming traffic refusing to give way. Wayne recommended that the blinking light at the intersection of Route 1 and the Nequasset Road be converted into a solid red light on Route 1 that would be controlled from the Woolwich Fire Station during emergency responses. The Selectmen requested Lloyd to advise the State Traffic Officer of this need. Wayne also advised that he recently attended a Planning Board meeting and provided a recommendation that the approval of the Sewall subdivision be conditioned upon the construction of a fire pond for protection purposes. Dan Skillin advised that the Woolwich PEAS sirens will be discontinued as cost prohibitive. WEMA will use the mobile sirens when necessary and appropriate. Dan will advise Jeff Temple, Maine Yankee, of this decision.

OLD BUSINESS:

a Route 1 Culvert Replacement: See Road Commissioner's Report.

NEW BUSINESS:

a Special Town Meeting Warrant Approval: Motion by David, seconded by Rick, to approve the attached warrant. Passed unanimously.

b. Special Town Meeting Public Hearing Schedule: Motion by David, seconded by Rita, to hold a public hearing on Thursday, March 11, 1999, at 6:00 p.m., at the Woolwich Central School to discuss contracting with Pine Tree Waste &endash; T&R for solid waste disposal. Passed unanimously.

OTHER BUSINESS: Lloyd advised that he had been contacted by Bill Longley relative to the inclusion of ordinance changes concerning the Planning Board fee structure and Outdoor Festival attendance in the May Special Town Meeting warrant. The Selectmen authorized the Planning Board fee structure change for that warrant but deferred the Outdoor Festival change, along with a change to the Solid Waste Ordinance, to a later, as yet undetermined, date.

CODES ENFORCEMENT OFFICER'S REPORT: The Codes Enforcement Officer was not present and no report was given.
