SELECTMEN'S MEETING MINUTES

Woolwich Town Office - March 27, 2000

6:00 p.m.


ATTENDANCE: Dale Chadbourne, David King, Rita Sturtevant and Todd McPhee

PREVIOUS MEETING'S MINUTES: Motion by Rita, seconded by Dale, to approve the minutes of the March 13, 2000 Selectmen's Meeting as printed. Passed unanimously.

ROAD COMMISSIONER'S REPORT: The Road Commissioner was not present. Jason Shaw advised that he had been contacted by Laurann Leonard, 590 Middle Road, who advised him that her house was on a bypassed portion of Route 127. She asked whether the Town of Woolwich was responsible for the maintenance of her road. Jason reported that he advised her that the road was discontinued by town meeting vote and by operation of law (no maintenance for 30 years).

FIRE CHIEF'S REPORT: Wayne reported that there had been four fire calls since the last Selectmen's Meeting - two automobile, one mutual aid, and one rescue call. Wayne also advised that Todd had repaired the leaking urinal in the fire station. Wayne announced that an important dispatching meeting was scheduled for Tuesday, March 28, 2000 at 6:30 p.m. at the Sagadahoc County Commissioners' Office. He encouraged the Selectmen's attendance.

OLD BUSINESS:

Hyde Shell Staging Area: Todd and Dale advised that they would be putting the dock at the Nequasset Park boat launching area into the water on Sunday, April 2, 2000. They will be assisted by representatives of Hyde School who will be attaching an extension to the dock to aid in crewing practices.

Heating Fuel Issues: Lloyd advised that he had contacted Bob Young,Superintendent of School Union #47, regarding inclusion of the Woolwich Municipal Building, the North End Fire Station and the Woolwich Historical Society in the combined School Union #47 oil solicitation. Bob advised that he would be pleased to include those additional entities. David King suggested that an additional oil tank, dedicated to the generator, be installed in the basement so that the Municipal Building would not continue to be heated with K-1 fuel. However, Roger Brawn advised that we presently were at the legal capacity in the basement. Roger recommended that we dedicate one of the existing tanks to service the hot water heater and the generator. That recommendation would require the extension of a line to the water heater tank. Motion by Todd, seconded by Rita, to replumb the water heater tank consistent with Roger's recommendation. Passed unanimously.

NEW BUSINESS:

a. Election Clerks Appointment: Motion by Rita, seconded by Dale, to appoint the attached list of Woolwich voters as Republican Election Clerks for a two year term. Passed unanimously.

b. Municipal Warrant for Prosecuting Unlicensed Dog Owners-Keepers: Motion by Todd, seconded by Rita, to approve the warrant. Passed unanimously.

c. Appointment of Constable, Animal Control Officer and Shellfish Warden: Motion by Dale, seconded by Rita, to give Gilbert Thomas a one year appointmentas Constable, Animal Control Officer and Shellfish Warden. Passed unanimously.

Steve Goodenow of the Shellfish Committee advised that he has observed a number of unlicensed, out-of-town diggers on the flats of Woolwich. He further stated that the Shellfish Warden position should be full time. Gil Thomas requested to meet with the Selectmen in a workshop to discuss matters relating to his town responsibilities. The Selectmen scheduled the workshop for Monday, April 3, 2000, at 6:00 p.m. Lloyd will notify Alan King, Chairman of the Shellfish Committee, of the workshop.

d. Solid Waste Contract: Motion by Todd, seconded by Dale, to accept the Solid Waste Alternative One proposal of $125,000.00 from R. C. Rogers & Sons. The motion failed on a 2-2 vote. David stated that it was unlikely that any other motion on this subject would succeed at this meeting. He then scheduled a Special Selectmen's Meeting for Thursday, April 6, 2000, at 5:00 p.m. to reconsider the matter. Lloyd will notify Ronald Hicks, Chairman of the Solid Waste Committee, of the meeting.

e. Lawn Repair/Clean-Up: At the Selectmen's request, Jason Shaw will provide an estimate to repair/clean-up the grounds in the vicinity of the Municipal Building.

OTHER BUSINESS:

a. Committee Appointments: Lloyd advised that a large number of committee appointments will expire on May 1, 2000. He further advised that he planned to advertise the positions in the Times-Record and on Channel 12. In addition, he plans to notify each of the expiring appointees that they need to apply if they desire to be considered for reappointment. The Selectmen concurred.

b. Grass Mowing Contract: Lloyd advised that he would soon be advertising for bids to provide seasonal grass mowing services to the Town of Woolwich. He will also send a copy of the bid specifications to each of last year's respondents. The bids will be due on April 24, 2000. The Selectmen concurred.

CODES ENFORCEMENT OFFICER'S REPORT: Due to a work commitment, the Codes Enforcement Officer was not present.
