SELECTMEN'S MEETING MINUTES

Woolwich Town Office - March 29, 1999


ATTENDANCE: Dale Chadbourne, David King, Richard Snell and Rita Sturtevant

PREVIOUS MEETING MINUTES: Motion by Dale, seconded by Rick, to accept the minutes of the March 15, 1999 meeting as printed. Passed unanimously.

ROAD COMMISSIONER'S REPORT: Jack Shaw advised that he was unaware of any complaints regarding town roads. Lloyd Coombs concurred. The Town has received a letter from C. David Keith on behalf of Linda S. Vaillancourt and Nancy B. Noftall requesting for a determination of the status of the Hall Road lying easterly of the Sebenoa Meeting Hall. Jack advised that the mobile home of Linda Vaillancourt was in the bed of the former road and that no town maintenance had been performed beyond that point of the road for over 30 years. As a result, the Selectmen determined that the portion of the road in question had become abandoned by operation of 23 M.R.S.A. §3028. Lloyd was requested to write a letter to Mr. Keith advising him of that determination. Jack also discussed the State of Maine offer to "piggyback" the town tarring work with the state contract. Jack advised that the particular mix would not work well. Jack noted that the town has a good relationship with Crooker Construction and he recommended that we continue that relationship.

FIRE CHIEF'S REPORT: Wayne Saunders advised that he will be working on the second shift, commencing April 5, 1999, for the next three months and that Dan Skillin or Roger Brawn will be reporting to the Selectmen. He advised that there have been ten calls since the last Selectmen's meeting &endash; one structure fire, three power lines down, one standby mutual aid, two smoke checks, one rescue, one working mutual aid, and one automobile accident. Wayne reported that a dangerous condition was found while responding to a cellar fire at Harrington's on the Weston Road. It involved an unsafe hookup of a propane tank. Wayne will discuss this possible codes violation with Bill Longley. Wayne will also look into possible insurance company reimbursement. Wayne also discussed the new, extensive state respirator requirements. Wayne also reluctantly agreed to the placement of the recycling containers at the north end of the municipal building. His reluctance was based on possible interference with fire department operations.

OLD BUSINESS:

a ROW Survey Status Written Report: The Selectmen noted the attached status report of Arlene Whitney.

This is my report on the Day's Ferry Landing, located off the Old Stage Road in Woolwich. We have photostated the map that is dated 1927, from the State of Maine. Also we are including deeds from Lincoln County referencing the layout of the "Woolwich Turnpike" which is what we call the Old Stage Road today. This deed tells the measurements in chains and links from Day's Ferry Landing to the Wiscasset Line of which we have attempted to translate parts of this deed.

We have two more areas to research and we are in hopes to be done approximately in June, weather permitting.

I have submitted my bill separately.

Lloyd advised that he had received a letter from the State Planning Office asking for status on the survey and for an estimated completion date. Lloyd advised that he planned to send the three written reports to the State Planning Office and to advise them that the most recent report estimates a completion date of June 1999.

NEW BUSINESS:

a.Municipal Budget Warrant: Motion by Rick, seconded by Rita, to approve the warrant. Passed unanimously.

b.Constable/Animal Control Officer/Shellfish Warden: Motion by Rick, seconded by Rita, to reappoint Gilbert Thomas as Constable/Animal Control Officer/Shellfish Warden. Passed unanimously.

c.Unlicensed Dog Owners-Keepers Warrant: Motion by Rick, seconded by Rita, to approve the warrant. Passed unanimously.

d.Solid Waste Committee: David advised that several people at the recent Special Town Meeting spoke of the need to reinstate the Solid Waste Committee. He recommended that the committee be composed of five members and that their first order of business would be to update the Solid Waste Ordinance. Motion by David, seconded by Rick, to reinstate the Solid Waste Committee. Passed unanimously. The openings will be advertised on Channel 12 as well as in the annual committee openings advertisement.

e.Solid Waste Disposal Contract: Motion by Rick, seconded by Dale, to approve a three month solid waste disposal contact with Pine Tree Waste (T&R). Passed unanimously.

OTHER BUSINESS:

a.Committee Appointment Discussion: Lloyd advised that he would be advertising in the Times-Record, on Channel 12 and on the bulleting board for applicants for the various committee appointments that are expiring on April 30, 1999.

b.Grass Mowing Contract Discussion: Lloyd advised that he would be advertising next week for grass mowing bids for the upcoming season. He further advised that the Woolwich Athletic Fields behind the Woolwich Central School would be added to the schedule. The athletic fields were previously mowed on a pro bono basis by Todd McPhee.

c.Roberts Bros. Circus Discussion: Lloyd advised the Selectmen that the Recreation Committee was planning to sponsor Roberts Bros. Circus on Tuesday, August 3, 1999 on the Woolwich Athletic Fields.

d.General Assistance Workshop: The Selectmen asked Lloyd to conduct an informal general assistance workshop for them on Monday, April 12, 1999, at 5:30 p.m.

e.Other: The Selectmen discussed the request of Lynette Eastman and Joan Kaplan for replacement office furniture. Debra Gabor advised that such furniture might be available as government surplus at the Brunswick Naval Air Station. Deb will check into its availability.

CODES ENFORCEMENT OFFICER'S REPORT: Bill Longley inquired as to the status of various ordinance amendments. He was advised that the building/demolition fee amendment would be on the May 1999 Municipal Warrant and that any other ordinance amendments would be included at a later Special Town Meeting. Lloyd advised that Clark Granger had questioned the legality of the Commercial Timber Harvesting Ordinance since it did not contain any enforcement provisions. Lloyd was asked to forward the ordinance, with a request for review, to Neil LaRochelle, Chair of the Forest/Agriculture Committee. Bill also advised that he had received an expansion request from Dennis Baker and that the Board of Appeals would be considering several new businesses the would be utilizing the old Redemption Center on Bill Kelley's property.
