OLD BUSINESS:
Approval of Solid Waste
Contract: Comments on the choice
of solid waste contractor were received from the public for
approximately one hour.
Motion by Rita, seconded by David, to use a flip of a coin to
establish the order of precedence for a motion in favor of either
Pine Tree Waste or R. C. Rogers & Sons. The motion carried on a
3-2 vote. The public coin flip, accomplished by Lloyd, allowed the
initial motion in favor of Pine Tree Waste.
Motion by David, seconded by Rita, to select Pine Tree Waste as the solid waste contractor for the next fiscal year. Motion to amend by Todd, seconded by Dale, to insert the amount of $141,756.00 in the warrant article without reference to any contractor and allow the voters to select the hauler. Motion failed on a 2-3 vote.
Motion by Todd, seconded by Dale, to waive the Selectmen's Bylaws and allow the Chairman to vote only in the case of a tie. Motion failed on a 2-3 vote. The original motion to select Pine Tree Waste as the solid waste contractor for the next fiscal year carried on a 3-2 vote.
Motion by David, seconded by Rita, to insert the proposed Alternative One price of $141,756.00 of Pine Tree Waste in the warrant article. The motion carried on a 3-2 vote.
NEW BUSINESS:
a. Resignation of Constable/Animal Control Officer/Selectmen: Motion by David, seconded by Todd, to accept the resignation of Gilbert G. Thomas with regret. Passed unanimously.
b. Constable/Animal Control Officer/Shellfish Warden Recruitment: Motion by David, seconded by Todd, to change the warrant article for the salary of the Constable/Animal Control Officer to $2,500.00 and to allow him/her to keep any fees and fines that are generated by the position. Passed unanimously.
c. Approval of Municipal Warrant:
Motion by David, seconded by
Rita, to increase the Chairman's stipend to $1,500.00. The motion
carried by a 3-2 vote.
Motion by Dale, seconded by Rita, to increase the Selectmen's
salaries by 5%. The motion failed on a 2-3 vote.
Motion by Rita that the Clerical Assistant's salary be increased by
the same dollar amount as the other full-time staff. The motion
failed without a second. Motion by David, seconded by Rita, that the
warrant be approved with the authorized changes. Passed
unanimously.
Grounds Maintenance Proposal: Motion by David, seconded by Crispin, to accept the March 29, 2000 proposal of Jack A. Shaw & Sons in the amount of $450.00 for grounds maintenance. The motion carried on a 3-2 vote. The cost will be charged to the Contingency Account.
OTHER BUSINESS:
a. Todd suggested that the Selectmen deliver the Town Reports rather than have them delivered by the Post Office. The other Selectmen felt that having them delivered by the Post Office was the more reasonable approach.
