SELECTMEN'S MEETING MINUTES

Woolwich Town Office - Monday, May 10, 1999


ATTENDANCE: Dale Chadbourne, Crispin Connery, David King, Richard Snell and Rita Sturtevant

MINUTES OF PREVIOUS MEETINGS: Motion by David, seconded by Rita, to approve the minutes of the April 28, 1999 meeting and the May 3, 1999 special meeting as printed. Passed unanimously.

ROAD COMMISSIONER'S REPORT: Jack Shaw reported that he had installed eleven "no parking" signs on the Old Stage Road in the vicinity of the north end of Nequasset Lake. Jack also reported that he had contacted the Sagadahoc Sheriff's office concerning the boat parked in the turnaround on the Sasaona Road. Jack advised that there is now a van parked there. Jack is trying to contact the owner. Jack advised the Selectmen that he will stripe the Walker Road at the Mountain Road intersection in order to improve safety in the area. Lois Malcolm advised the Selectmen that runoff from a culvert had caused coliform contamination in her well which resulted in her contracting gastroenteritis. Jack stated that it was extremely unlikely that the culvert runoff caused the contamination. He felt the problem was local in nature. Jack and Jason agreed to inspect the area and to provide Mrs. Malcolm with their opinion of the causal effects.

FIRE CHIEF'S REPORT: Dan Skillin reported that there have been six calls since the last Selectmen's Meeting - one structural/mutual aid, two structural in town, two woods and one 1055. Dan reported that the following vehicles were out of service: Tanker One, Engine One, Brush Five, and Rescue Two. The vehicles will be repaired expeditiously in the named order. Dan and Wayne Saunders will review the vehicle schedule provided by representatives of Chapman & Drake to determine whether it is correct and also whether collision coverage is appropriate for all of the vehicles.

NEW BUSINESS:

a. Delinquent Taxpayers: No formal action was deemed necessary for any currently delinquent taxpayers.

b. Revised Land Purchase Agreement: Motion by David, seconded by Dale, to approve the attached agreement for use with delinquent taxpayers as amended to reflect in paragraph 9. that current taxes must be paid by November 15th and May 15th. Motion by David, seconded by Rick, that July 1st is the date established for the execution of new purchase agreements by the delinquent taxpayers.

c. Other:

(1) Committee Appointments: Motion by Rita, seconded by Rick, to appoint Ron Hicks to a three year appointment on the Conservation Commission. Passed unanimously. Motion by David, seconded by Rick, to appoint Ron Hicks to a two year appointment on the Agricultural/Forest Resources Committee. Passed unanimously.

(2) Robert Allen Property: The Selectmen discussed Eliot Field's letter of May 6, 1999 and decided to postpone action until May 24, 1999.

(3) Town House Committee: The Selectmen accepted the resignation of Bob DeWick with regret and asked Lloyd to send a thank you letter to him.

(4) Comprehensive Planning Questionnaire: The Selectmen discussed Joan Jordan's memorandum of April (sic) 10, 1999 and decided to postpone action until after the Town Meeting.

CODES ENFORCEMENT OFFICER'S REPORT: Bill Longley advised that he has received confirmation from the Department of Environmental Protection that the state will provide funding to correct the two septic systems that are hazardous to the water quality of Nequasset Lake. Funding will probably not be available until after July 1st. Bill reported that he has found a stake body truck filled with rubbish and garbage on the Milt Carlton Road property of Robert Allen. In response to Eliot Field's letter of May 6, 1999, Bill will develop documentation for Eliot's use in the town's civil action against Robert Allen. Bill will also investigate the partially demolished trailer on the Middle Road near Judy Stevens' home.
