SELECTMEN'S MEETING MINUTES

Woolwich Town House - June 21, 1999


ATTENDANCE: Dale Chadbourne, David King, Richard Snell and Rita Sturtevant

PREVIOUS MEETING MINUTES: Motion by Dale, seconded by Rita, to accept the minutes of the June 7, 1999 and June 16, 1999 meetings as printed. Passed unanimously.

ROAD COMMISSIONER'S REPORT: Jack Shaw reported that he was not aware of any road problems. Jack has been asked to inspect the location of the new blinking light near the Montsweag Flea Market as the yellow caution light is reportedly invisible on the approach.

FIRE CHIEF'S REPORT: No one was present from the Fire Department and no report was given. Lloyd reported that he had been advised by Wayne that a fire ban may go into effect soon unless we get some substantial rain.

OLD BUSINESS:

a. Landfill Monitoring Contract Amendment: Motion by Dale, seconded by Rita, to amend the Landfill Monitoring Contract by $245.00. This is in addition to the $1,000.00 amendment that was authorized at the June 7, 1999 Selectmen's meeting. Passed unanimously.

NEW BUSINESS:

a. Meritorious Service Award: David presented the Town of Woolwich Meritorious Service Award to Robert E. DeWick in recognition of his many and varied years of service to the town.

b. Municipal Appointments: Motion by Rita, seconded by Rick, and passed unanimously to make the following appointments: (All appointments are for one year unless otherwise indicated.)

OTHER BUSINESS:

a. Old Town House Committee: Motion by Rick, seconded by Rita, to formalize an Old Town House Committee with seven members and to appoint David King as the Selectmen's representative. Passed unanimously. Lloyd will put a recruitment announcement on Channel 12 and notices in the town office. Newspaper advertisements will be used when other committee vacancies are advertised.

b. Rights of Way Status Report: Arlene Whitney presented the attached report and requested a letter of authorization from the Selectmen to allow her to make an inquiry of the State of Maine regarding the feasibility of the town's use of the property in the "dike" area. The Selectmen requested Lloyd to prepare the letter of authorization.

Re., Rights of Ways to the Waters.

Dear Selectman-,

Sorry for the delay in our research but as you know I injured my leg recently and that has cause a great slow down in our project.

However, although we have not received any legal documents from Margaret Gardiner pertaining to the former Town Right of Way to the waters by her property, we have located and enclosed 1935 Town Report Article when the road was discontinued. We will attempt to find the court documents from 1955 when worm diggers were prosecuted for Criminal Trespassing which will substantiate that the road was discontinued and the property had reverted back to her family. We feel that it is of the utmost importance to come to a final conclusion on each of these Rights of Ways to the Town waters for our Town Records to be complete.

What we thought was going to be the easiest of them all has turned out to be a challenge in itself, as we have not been able to locate a deed for the property opposite the Nequasset Dam also known as the "Town Landing" as indicated on the Tax Maps. We hope to be able to conclude this item by the next report. Please reference maps pertaining to this lot. Each with measurements but of different areas, that's why we thought it was important to have both maps on file in our Town Records.

Our next research is the road to the waters opposite the Montsweag Flea Market formerly known as the Tappen Mills, according to Bob DeWick.

We have looked at the property near Route #1, by the Taste of Maine known as the Dike. This property is owned by the State of Maine. It looks as if there would be plenty of room for parking and boat trailers as well, if it were to be developed into a boat launching area. We realize that this could only be utilized during certain times of the tide. This road more that 2/1 0 of a mile, is lined with wild flowers, and a magnificent area for bird watches. This area has a multi purpose which we feel would be very beneficial to the area residents.

We would like to request of the Selectman to give us their permission in writing that we may inquire of the State the feasibility of the use of this property for recreational purposes. We are in hopes that if this project is expedited, we may be able to involve the Bath Iron Works, to assist in the project and possible the State Parks & Recreation Department.

c. Road Naming: Pamela Manhardt advised of her concern with Lynn Moore concerning the naming of the Rocky Acres Road. David will discuss the matter with Joan Kaplan in order to seek resolution.

d. Constable/Animal Control Officer Concerns: Gil Thomas reported that he has been busy with several calls regarding dog bites. One particular dog has reportedly bitten four people. The dog is now in quarantine. Gil also reported that he has been receiving calls regarding swimmers diving off the bridge on the George Wright Road. The Selectmen will review the pedestrian ordinance to see if it needs to be strengthened.

CODES ENFORCEMENT OFFICER'S REPORT: The Codes Enforcement Officer was not present as he was attending a Board of Appeals meeting.
