GENERAL ASSISTANCE ORDINANCE PUBLIC HEARING: No comments were received at the public hearing concerning the proposed, amended general assistance ordinance.
ADOPTION OF AMENDED GENERAL ASSISTANCE ORDINANCE: Motion by David, seconded by Rita, to adopt the amended general assistance ordinance. Passed unanimously.
PREVIOUS MEETING MINUTES: Motion by David, seconded by Rick, to accept the minutes of the May 24, 1999 and May 26, 1999 meetings as printed. Passed unanimously.
ROAD COMMISSIONER'S REPORT: Jack Shaw reported that he was unaware of any problems with the town roads. Lloyd concurred. Lloyd advised that Diane Gilman would be attending the meeting later in the evening. She was concerned over the speeding taking place on the Old Stage Road. Jack agreed that it was a problem not only on the Old Stage Road but throughout town. Jack will contact the Sheriff's Department and request more frequent traffic surveillance on the Old Stage Road.
FIRE CHIEF'S REPORT: Dan Skillin, Deputy Chief, reported that there had been only two calls since the last Selectmen's Meeting plus a power line down today. Dan also reported that most of the previously reported disabled equipment is now back on line. Dan advised that an infestation of browntail moths had been discovered at the Woolwich Historical Society. The Maine Forest Service is recommending that grass mowing personnel at that site wear coveralls, goggles and respirators. Debbie Locke said that she will notify B&B Lawncare. She also advised that, based on the recommendations of the Maine Forest Service, the Society plans to spray the area. Clark Granger recommended that the Society contact Richard Bradbury of the Maine Forest Service for further advice on spraying as it might be past the date of effectiveness. Crispin advised that the Selectmen plan a workshop with Mr. Bradbury on July 13, 1999. Officials from other towns will be invited to attend. The Selectmen may hold a public hearing in late August and a Special Town Meeting in early September to finance aerial spraying next Spring. Clark also recommended that the swimming area be closed. (Dan Skillin discussed such a closure with Richard Bradbury on June 8, 1999 and was advised that it was unnecessary.)
OLD BUSINESS:
a. Comprehensive Planning: Lloyd advised that it would probably cost between $1,000 and $2,000 to hire temporary employment personnel to complete the tabulation of the responses to the Comprehensive Planning Questionnaire. Crispin stated that he felt that the Planning Board, with its new appointees, should be the nucleus to review the Comprehensive Plan. In this respect, David said that there should be a joint meeting with the Planning Board and other interested citizens in late July. Clark said that one of the problems was that there had not been any movement to elect a chair - no empowerment. Crispin advised that the Selectmen would figure out a date and time for a meeting to elect a chair and vice chair and to see where the organization is going.
b. Hedge Bridge Road Extension: At the Selectmen's Meeting on May 24, 1999 a motion was carried to include an article in the next special town meeting warrant to see whether to raise and appropriate funds to extend the Hedge Bridge Road as requested by Mr. Richard Tory Swearingen. Rick advised that, after viewing the site, such an extension would not have any public benefit. Motion by Rick, seconded by Rita, to reconsider the question. Passed unanimously. Motion by Rita, seconded by Rick, to delete the proposed $7,500 warrant article. Passed unanimously.
c. Other: Arthur Brawn reported that the trespassing problems at Sandy Beach have not gone away. He stated that last weekend there were many cars parked between the no parking signs and the bridge on the Old Stage Road - some on the road and some just barely off the road. Dale will ask the Sheriff to increase surveillance in the area and Lloyd will send a memo to Buzz Sawhill, BWD Trustee, informing him of the continuing problem.
NEW BUSINESS:
a. DEP Landfill Inspection: The State of Maine Department of Environmental Protection (DEP), by letter of May 27, 1999, is requiring some changes to the post closure monitoring program at the site of the former Town of Woolwich landfill. They want sampling to be done on the water supply for the dwelling under construction for Hans Van Willigen (R06-001B). DEP is also requesting that water samples be taken from a ditch adjacent to the entrance gate. Steve DeWick, Pine Tree Engineering, advised that the town took responsibility to monitor the landfill when it accepted grant funds to close the area. He further advised that the well was 210' from the landfill and would cost $500 per sample. Motion by David, seconded by Dale, to add to the monitoring schedule - twice a year - at $500 per occasion. Passed unanimously. Steve also advised that, at the present time, new wells near landfills which develop quality problems are remediated by the DEP and the Town at a cost sharing of 90:10 but that DEP currently has a regulation pending which will change this cost sharing to 50:50 for wells installed after December 31, 1999. As a result, DEP is very interested in communities taking the lead in passing ordinances which restrict future residential development of wells within 500' of closed landfills. Crispin requested Lloyd to so advise the Planning Board.
b. Old Stage Road Safety: Diane Gilman, a resident of the Old Stage Road, reported that she was very concerned over safety for pedestrians and others near the vicinity of the intersection of the Mountain Road and the Old Stage Road due to speeding. She advised that it was not safe to walk on the road or to ride a bicycle. She would like to see the speed limit reduced and for the town to contract with the Sheriff's Department. Phillip Gosline advised that there should be more of a police presence in the area. Crispin asked Dale to work with Mr. Gosline, the Sheriff's Department, the Road Commissioner and the Road Committee to alleviate the situation.
c. Committee Appointments: Motion by David, seconded by Rita, to appoint Gregory Doak to a three year term on the Board of Appeals and to appoint Andrew Keene to a two year term on the Cable TV Committee.
OTHER BUSINESS:
a. Sagadahoc Bridge Dedication: Crispin reported that two lanes of the new bridge are expected to be opened on January 10, 2000 and that vehicular traffic on the Carlton Bridge will cease at that time. The official opening of the bridge is planned as part of the Heritage Days celebration next year.
b. Woolwich Town House: The Selectmen scheduled their next meeting for Monday, June 21, 1999, at 6:00 p.m. at the Woolwich Town House.
c. Other: Lloyd advised that he had been contacted by a resident who reported that several boats on Nequasset Lake appeared to be in violation of the 10 HP limitation. Selectmen requested Lloyd to contact Buzz Sawhill, BWD Trustee, and request that the District take appropriate action to remedy the problem. The Selectmen have received an insurance quotation from MMA Risk Management. They will review the quotation in the fall and asked Lloyd to forward a copy of the quote to Chapman & Drake for their information and to allow a competing quote.
CODES ENFORCEMENT OFFICER'S REPORT: The Codes Enforcement Officer (CEO) was not present and no report was given. The Selectmen noted that they had requested a written report whenever the CEO was not able to attend a meeting.
