PREVIOUS MEETING MINUTES: Motion by Rick, seconded by David, to approve the minutes as printed. Passed unanimously.
ROAD COMMISSIONER'S REPORT: Jack Shaw reported that he has requested Representative Peavey to contact the MDOT Deputy Commissioner relative to the reconstruction of the dangerous curve on State Route 128 near the Doak/Donovan properties. MDOT has advised that, under a new state law, the Town of Woolwich would be responsible for one-third of the costs of reconstruction. Crispin stated that it is possible that the town might be "grandfathered" under the old law since the new law apparently does not go into effect until September 18, 1999 and our request to MDOT was on July 8, 1999. The Selectmen requested Lloyd to draft and send a letter to Representative Peavey, with a copy to MDOT engineer Douglas McCobb, requesting her to resolve the "grandfathered" issue. The Selectmen also asked that she be requested to obtain a construction estimate from MDOT. Rick Snell noted that the yellow road stripe near the Barton residence on the Old Stage Road had faded out. He asked and Jack agreed to repaint it. Bob Meade asked if the so-called "A" Street, south of the Clipper Mart, was a town road as it appeared that the approach work to the Sagadahoc Bridge had resulted in it being blocked off Route 1 by a new sidewalk. Jack will review the matter with Phil Pinkham, Bridge Project Manager. The Selectmen gave Jack permission to temporarily erect detour signs in the vicinity of maintenance work on the Old Stage Road. The Selectmen and Road Commissioner discussed the current one year term of office for the position of Road Commissioner. The Selectmen concurred that the term should be for three years like their own and the School Committee's terms. They plan to include a warrant article to that effect at the May 2000 Town Meeting.
FIRE CHIEF'S REPORT: Wayne Saunders reported that the department has responded to eight calls since the last Selectmen's meeting. The total for the year is 102 - a total that was not reached last year until October 19th. Wayne also reported that the fire truck designated as Brush 5 is now on line. Wayne also reported that a new locking system has been installed on the fire department doors. Wayne noted that Carroll Morse often climbs the ladder in the hose tower by himself in order to work on the town clock. Wayne is concerned about his safety in the event that he was injured while alone. Wayne will notify Carroll of the need to work with a backup person. Lloyd advised that he believed that Carroll was planning to move to Brunswick and wondered who would take his place. Wayne will contact Jeff Gauvin and Phil Skillin to determine their interest in becoming clock repairers.
OLD BUSINESS:
a. Y2K Compliance: Rick advised that a letter has been received from Burgess Business Solutions indicating that our hardware is Y2K compliant. Rick further advised that Burgess recommended that our software be tested at a price of $320.00. This testing would not include Trio software. Motion by David, seconded by Rita, to authorize Burgess to test the software at a price of $320.00. Passed unanimously. Rick will notify Burgess. Lloyd was requested to contact TRIO in order to obtain a statement of Y2K compliance for their software.
NEW BUSINESS: None.
OTHER BUSINESS:
a. Disposition of Surplus Desks: The Selectmen determined that the Fire Department/WEMA had no need for the desks that were formerly used by Lynette Eastman and Joan Kaplan and that the desks had no value. The Selectmen authorized the transfer of Lynette's old desk to the Woolwich Central School and the transfer of Joan's old desk to the first citizen who asked for it.
