SELECTMEN'S MEETING MINUTES

Woolwich Town Office- September 27, 1999

6:30 p.m.


ATTENDANCE: Dale Chadbourne, Crispin Connery, David King, and Rita Sturtevant
ABSENT: Rick Snell was absent as, earlier in the evening, he had been appointed to chair a committee to develop an evacuation/disaster plan in the event of a chlorine mishap at the Nequasset Pumping Station that could affect the Woolwich Central School/Nequasset Road area.

PREVIOUS MEETINGS MINUTES: Motion by David, seconded by Rita, to approve the minutes of the September 13, 1999 Selectmen's Meetings as printed. Passed unanimously. Motion by Rita, seconded by Crispin, to approve the minutes of the September 20, 1999 Selectmen's Meeting as printed. Passed unanimously.

ROAD COMMISSIONER'S REPORT: The Road Commissioner was not present and no report was given.

FIRE CHIEF'S REPORT: Wayne Saunders reported that the department has responded to four calls since the last Selectmen's meeting. The total for the year is 108 - which is about one month ahead of last year. Wayne advised that the Fire Department had received a grant from the State Forestry Department in the amount of $12,236.00. The expenditure of these funds is limited to equipment used to fight woods fires.

OLD BUSINESS:

a. Comprehensive Planning: Lloyd reported that he had contacted Rob Neal and scheduled the comprehensive planning meeting for 6:30 p.m. at the Woolwich Central School on Thursday, October 14, 1999. Lloyd will send out notices of the meeting when the agenda is received from Allan Greene and Clark Granger. The Selectmen requested Lloyd to also advertise the meeting in the newspaper.

NEW BUSINESS:

a. Registrar of Voter Hours: Motion by David, seconded by Rita, to set the Registrar of Voter hours for the November 2, 1999 election to be the same as the Town Clerk's hours. Passed unanimously.

b. Public Access Discovery Grants: The Selectmen are considering whether to apply for a 1999 Discovery Grant. They requested Lloyd to contact Arlene Whitney and request her to give an updated report on her ROW investigations at the next Selectmen's meeting.

c. Net Assessment for Commitment: Motion by David, seconded by Rita, to establish the net commitment for the 1999-2000 fiscal year at $2,072,635.95. Passed unanimously.

d. Maine Power Options: Motion by David, seconded by Rita, for the Town of Woolwich to join the electric aggregator, Maine Power Options. Passed unanimously.

OTHER BUSINESS:

a. Preservation of Vital Records: David noted that Lloyd had requested authority, up to $800, to authorize Brown River Co. to preserve the book entitled "Marriages and Intentions 1817-1828 Vol. 2D". Motion by David, seconded by Rita, to remove the $800 cap and allow Lloyd to use his discretion in having Brown River Co. preserve the book. Passed unanimously.

b. Closure of the Town Office: Lloyd advised that the Town Office would be closed on Thursday, September 30, 1999, as the staff would be attending the MMA annual convention in Portland.

CODES ENFORCEMENT OFFICER'S REPORT: Bill Longley provided the Selectmen with photographs of several deteriorating Woolwich buildings. Lloyd advised the Selectmen of the State of Maine laws regarding dangerous buildings. The Selectmen decided to pursue the removal of the buildings located at Maps R-5, Lot 31 and R-6, Lot 12E-1 and requested Lloyd to initiate the process in accordance with the State of Maine laws.
